Note that the WTS report refers to a U. S.- Computer Emergency Readiness Team (U.S.-CERT) Alert Russian State-Sponsored Cyber Actors Targeting Network Infrastructure Devices:

FBI has high confidence that Russian state-sponsored cyber actors are using compromised routers to conduct man-in-the-middle attacks to support espionage, extract intellectual property, maintain persistent access to victim networks, and potentially lay a foundation for future offensive operations.

DHS, FBI, and NCSC urge readers to act on past alerts and advisories issued by the U.S. and U.K. Governments, allied governments, network device manufacturers, and private-sector security organizations. Elements from these alerts and advisories have been selected and disseminated in a wide variety of security news outlets and social media platforms. The current state of U.S. network devices—coupled with a Russian government campaign to exploit these devices—threatens the safety, security, and economic well-being of the United States.

The purpose of this TA is to inform network device vendors, ISPs, public-sector organizations, private-sector corporations, and small office home office (SOHO) customers about the Russian government campaign, provide information to identify malicious activity, and reduce exposure to this activity.

North Korea: Cheat and Smuggle

The Wall Street Journal says a North Korean ship leaving Cuba had more than sugar in its holds - "North Korean Ship Yields Worrisome Cargo"

The U.S. and Panama had been tracking the ship for several days, suspecting it was carrying weapons and that it was going to try to transit the canal, said a U.S. official.

U.S. officials said they hoped Panama would stop the ship to inspect it, and publicly praised Panama for doing so. "The U.S. was aware of the suspected shipment and believed the Panamanian officials were going to stop it," a U.S. official said.

A State Department spokesman, Patrick Ventrell, said the U.S. has pushed for enforcement of U.N. resolutions restricting North Korean weapons activities. "Any shipment of arms would violate numerous U.N. security resolutions," he said.

The ship, the Chong Chon Gang, was stopped near Manzanillo on the Atlantic side of the canal last week.

It had left Russia's far east in April and travelled across the Pacific Ocean before entering the canal at the start of June, with Cuba as its stated destination.

The ship had crossed the Pacific without its automatic tracking system switched on - a move described by the BBC's security correspondent Frank Gardner as highly suspicious.

Panama's Security Minister Jose Raul Mulino told the BBC that the ship - carrying 250,000 bags of sugar - was seized on 10 July after a tip-off that it was linked to drugs, but the "resistance and violence from the crew" delayed the search.

He said the suspected weaponry was found in two containers and did not rule out further "surprises" as the search of the ship continues.

USA Today reports that Cuba says the systems found buried under all that sugar were "obsolete."

Hmmm. "Obsolete" like the governments of Cuba and North Korea?

ship." Of course, the larger photo is from the ship, taken by a Panamanian government official. The inset, however, appears to be the NORK Current-Kim-in-Charge, Kim Jong Un. Unless, of course, he captains weapons smuggling ships in addition all the other amazing stuff he is up to.

Somalia: Puntland Interdicts al Qaeda Weapons Smuggling Attempt

Reported about 3 weeks ago as Puntland seizes boat smuggling weapons from al-Qaeda:

Puntland authorities announced they captured a ship carrying explosives from Yemen to Somalia on Friday (July 20th), the Yemen Post reported.

Al-Qaeda in Yemen was transporting the rockets, explosives, shells and ammunition to al-Shabaab, said Puntland Minister of Ports and Anti-Piracy Said Mohamed Rage. He said a Yemeni man was apprehended when the ship was seized.

Al-Shabaab announced its merger with al-Qaeda last year, and Puntland's government has been concerned that ongoing al-Qaeda activities in Yemen might extend to its territory, as fighters have been known to travel between Somalia and Yemen.

Israeli Navy Intercepts Arms Ship

The Israeli navy intercepted a ship carrying weapons 100 nautical miles (185 kilometres) off its coastline overnight, a military spokeswoman said on Wednesday.

"During the night a special marine force intercepted a ship that was supposed to be carrying cargo around 100 (nautical) miles from our shore," the spokeswoman said, adding that the vessel was sailing under an Antigua flag.

Israel's military radio meanwhile reported that the shipment was from Iran, bound for the Lebanese Hezbollah militia, and included anti-aircraft and anti-tank rockets. The military itself declined to comment on the report.
