Somalia: Potshots at Pirates

The U.S. Navy has fired on Somali pirates who hijacked the Russian crew and British captain of a ship sailing off the Horn of Africa, a maritime official said on Tuesday.

Four Russian crew members, an Irish chief engineer and a British captain were aboard the Svitzer Korsakov, an ice-class tug vessel, when it was seized early in February as it was making its way to Russia's Pacific Coast.

"A U.S. warship fired at one of the boats. We don't know if there are any casualties," said Andrew Mwangura, director of the Seafarers Assistance Programme.

The U.S. Navy declined to comment on reports that shots were fired.

"We have ships in the area monitoring the captured vessel, the Svitzer Korsakov," Navy spokeswoman Denise Garcia said.

"We have a full range of options available to deal with piracy and we will utilise them as the situation dictates," she said late on Monday.

Garcia said the navy was trying to stop the pirates from re-supplying.

Mwangura says the gunmen claim to be "eco-warriors" and not pirates.

Sunday Ship History: U.S. Navy in Africa

These days, the news is about the U.S. Navy's Africa Partnership Station
Africa is the subject of renewed strategic focus for the United States and many in the international community. The potential for both progress and peril has invited this focus, even as it has been amplified by the positive and negative effects of globalization. One issue among many facing the continent is illegal activity flourishing in the waters that surround it. Coastal states are contending with a range of challenges at sea, to include: illegal, unregulated, and unreported (IUU) fishing; oil theft; piracy; illicit trade; narcotics trafficking; human trafficking; illegal immigration; and environmental degradation. This paper is intended to introduce an initiative by the U.S. Navy to improve maritime safety and security in Africa in partnership with all interested stakeholders.

Naval Forces Europe is focused on taking action to address maritime insecurity in Africa. To learn about these complex issues and build consensus for action, the U.S. Navy led a series of workshops and seminars on the topic of maritime safety and security, bringing together representatives from governmental and non-governmental organizations (NGO), public and private sectors. Based on trends in trade, shipping, criminal activity, and level of interest among African partners, the initial area of focus was the Gulf of Guinea.

The next major effort that will employ the full range of these partnerships is the deployment of USS FORT MCHENRY (a large amphibious ship) and HSV SWIFT (a smaller “High Speed Vessel”) to the Gulf of Guinea for seven months beginning in November 2007. This is part of the U.S. Navy “Global Fleet Station” initiative designed to provide a platform with the capacity and persistent presence to support sustained, focused training and collaboration on a regional scale. USS FORT MCHENRY and HSV SWIFT will remain on station in the Gulf of Guinea region and make repeated visits to multiple nations in concert with other U.S. Navy and partner assets. Current plans include visits to Senegal, Liberia, Ghana, Cameroon, Gabon, and Sao Tome & Principe, while engagement opportunities with several other African nations are also being explored. We are calling this new concept of engagement the Africa Partnership Station.

APS is the beneficiary of experience gained during previous U.S. Navy, U.S. Coast Guard, and European Navy deployments and will include several new innovations. Its unique attributes include:

• Self-sufficient. APS requires no bases and minimal footprint ashore. The ships will provide the necessary support services and cargo capacity, serving as a floating continuing education and training facility.
• Multinational. A multinational staff is responsible for APS planning and execution. Five European partners are contributing staff members or training teams, and invitations have been sent to multiple African nations. The U.S. intends to participate in future deployments of this type by European partner nations.
• Tailored and flexible training schedule. APS education and training will encompass a full spectrum of topics germane to the creation of effective maritime forces and a maritime safety and security regime. The APS agenda is not limited to Navy-related training alone. From leadership to seamanship, and from personnel to port security, APS events will be tailored to the unique needs of each African nation that have been developed from an analysis and prioritization of needs in consultation with African partners. At the same time, the training regimen will be flexible enough to accommodate changes during the deployment. APS will sail a training circuit, making repeated visits to each nation and taking aboard ship riders for at sea training. Sailors and experts will train side-by-side, sharing best practices, exchanging ideas, and forming relationships to improve maritime safety and security over the long term.
• U.S. Joint/Interagency Participation. The U.S. Coast Guard, U.S. Marine Corps, U.S. Department of State, and U.S. Agency for International Development have been integral contributors to APS planning and will participate throughout its execution. A U.S. Coast Guard Officer is part of the command staff. Additionally, the National Oceanographic and Atmospheric Administration will sail with APS to advance several key projects.
• Non-Governmental Organizations (NGOs). In addition to core maritime activities, APS will support several humanitarian and environmental assistance projects in the region, as it offers an ideal transport and logistics base. An effort was made to encourage broad NGO participation. Several NGOs have signed on to sail with APS, and coordination continues with others.
• Transparent, collaborative working environment. While exact ship schedule information is classified for force protection reasons, all other information about APS is unclassified and will be shared via an unclassified website. Journalists will be invited to embark the ship and observe training activities. This entire effort is aimed at building trust and sustaining partnerships among African, European, and U.S. partners at the national, sub-regional, and regional levels. Indeed, APS and maritime partnerships in general float on trust.
Important work to be sure, but how many remember the U.S. Navy Congo Expedition of 1885?

Probably not too many, since the "Expedition" seemed to have consisted of one Naval officer, a Lieutenant E.H. Taunt, U.S.N. who filed, in February 1885 a report of his six month long trip on the Congo River into an Africa vastly different than the one we know today -see the map from 1885 and compare it to the modern map nearby.

Quite frankly, much of LT Taunt's letter report is a little too detailed for my taste, but he had a mission:
" Sir: I have the honor to submit the following report of my six months’ journey of the river Congo, southwest coast of Africa:
In obedience to orders, received from Rear-Admiral Earl English, U.S.N., to “proceed to Stanley Pool, and farther if practicable, reporting,” &c., I left the U.S. flagship Lancaster at Banana Point on May 2, 1885..."
When the Admiral sends you on a mission, you go on a mission. And so the good lieutenant went:
I had heard many criticisms concerning the report of the United States agent, Mr. Tisdel, to the effect that “he had not seen the Congo Valley,” that “nothing was claimed for the cataract region,” &c. I therefore felt it my duty to go into the interior as far as practicable and gain all the information possible of the valley of the Congo.

My goods and stores were made up, so that I was able to cross to M’Poso Station and the south bank of the Congo on May 13. From M’Poso, on May 15, I started for Stanley Pool with a caravan of fifty natives, carrying my goods, canned provisions, camp equipage, &c. I therefore felt it my duty to go into the interior as far as practicable and gain all the information possible of the valley of the Congo.
The going was hard:
I left Lutété on the afternoon of June 3. On the 5th, passed the rear sections of the steamer Stanley. This steamer was for use on the Upper River, and was being transported by sections to Stanley Pool. Each section was transported on a large iron-wheeled truck that required about ninety men to handle. Some fourteen months had already been occupied in the work of transportation, at an immense cost to the State. The advance section of the steamer were about three hours’ march ahead of the rear ones. At midday on June 7, I arrived at Leopoldville Station, Stanley Pool, having taken twenty-three days from M’Poso, including six days’ delay at stations, to travel a distance of 236 miles, over a mountainous, rocky, barren country.

At Leopoldville, I was received by Captain Saulez, chief-of-division, and the principal officials of the station. The Houssa guard was drawn up to received me, and the United States flag saluted. Captain Saulez assigned me a portion of his own quarters.

Before leaving Vivi I had received permission from the acting Administrator General to take passage on board the steam cutter Royal from Leopoldville to Stanley Falls. On my arrival, I found that the Royal was loaded to her gunwales, and that, in addition, she was to tow a loaded whale-boat. Captain Saulez was sending a relief expedition to Stanley Falls, with two Krupp guns, stores, ammunition, &c., to last six months. The expedition was in command of Mr. W. Deane, late of the English army. Mr. Deane was to fortify the Falls Station, and make it secure against a possible attack of the Arabs. These gentlemen offered to make room for me, but I knew, that in order to do so, they would be obliged to leave behind important and much-needed stores.

I learned from the American Mission that by waiting until July 1, and supplying some deficiencies in the engineer’s and other stores, I could take passage on the small launch Henry Reed, belonging to the Mission. I therefore declined the kind offer of Captain Sauleez, and accepted that of the Mission.

While waiting at Leopoldville, I visited the different native villages in the vicinity of Stanley Pool, the station of Kinchassa, and the French station of Brazzaville, on the north bank of the Pool. M. de Brazza and M. Chauvain, his second in command were in the interior. I made a trip around Stanley Pool in the launch Peace, belonging to the English Baptist Mission, and was able to visit all the points of interest.

The river had fallen but a few inches, and the banks were flooded some distance inland, making it most difficult to cut fuel for the launch. Frequently we would not be able to run more than two hours per day.

We reached Bolobo Station on the evening of July10, and were received most cordially by Lieutenant Leibrecth (Belgian army), chief-of-station. Here Mr. Billington was taken with fever, and we were obliged to lay over the 11th and 12th, leaving Bolobo for Lukelela Station on the morning of the 13th, Mr. Billington still quite ill.

On the afternoon of the 13th we passed and communicated with one of the whale boats bound to Bolobo, and arrived at Lukelela on the evening of the 16th. Here we found Mr. Glave (English), a chief-of-station, who received us very kindly. We remained at Lukelela over night, and left the next morning for the Equator Station. Between these two stations, we had the greatest difficulty finding fuel, and did not reach Equator Station until 9.30 p.m. July 21, having been obliged to run a few hours by moonlight. We were received here by Lieutenant Pargels (Swedish army), and by the members of the American Mission, who have established their advanced post at this station.

We remained at the Equator until July 24, we pushed on and entered the mouth of the Lalulango River July 26. After steaming some 30 miles up this river, we returned to the Congo on the afternoon of the 27th. The Lalulango River is supposed to be one of the largest of the affluents of the Congo.

We had up to this point kept to the south bank of the river, but as Bangala, the next station, was on the north bank, we crossed to the north bank, and reached Bangala on the morning of July 30. Lieutenant Coquilhat, of the Belgian army, was chief of Bangala, with Lieutenant Westmark, Swedish army, as assistant.

We were now in the cannibal country, and rigged our arrow guards (wire netting) fore and aft the launch. In the next 500 miles we knew we would find no white men, our first and last station, beyond Bangala, being the one at Stanley Falls.

Below Bangala we had seen no signs of hostility on the part of the natives, but we now met an entirely different race of people, suspicious, savage, and hostile.
And then the adventure began:

Leaving Bangala on the morning of August 1, we anchored some 40 miles above the station, and about a mile below a large village, the people of which, thinking we had come to fight, sent their women to the islands, and then came down in canoes with the information that they were waiting for us. Nothing would reassure them, and they were around us all night in their canoes. We steamed past the village the next morning, and found the men fully armed with spears, knives, bows, and poisoned arrows, and rigged out in war bonnets. At 1.30 p.m. the same day we reached a large village, “Ikelengo,” and slowed down to buy food. The people declined to sell unless we ran to the beach. This I would not do, for in case of trouble I could only depend upon my Zanzibari to fight. The Loangos were useless, and the missionaries had stated, very properly, that they would not resort to firearms except in last extremity. We steamed ahead, and tied up about 4 p.m. some 8 miles above the village. At 8 p.m. I could hear canoe astern of us, but after a warning they drew off. I posted my Zanzibari and two others to watch during the night. At daylight a large war canoe was astern of us. After some talk with the guide, they came alongside, when I found that they had eight flint lock guns stowed away. These were the last fire-arms I saw in possession of the natives until we reached Stanley Falls. My guide learned, from the chief in the canoe, that they had been watching us all night. I then decided not to lie about the beach at night, but to anchor well off, and have all hands sleep on board the launch until we were clear of the cannibal country.

From the 4th until the 7th of August we passed no towns. About noon on the 7th we ran up to the town of M’Pesa, of the Irengo District. This town was protected by a strong boma (palisade) about 30 feet high, and evidently but recently erected. There were no women in sight and the men were in war costume, and fully armed. The greater part of the town had been burned. The people would have nothing to do with us, and I afterwards learned that Mr. Deane, in the Royal, had been attacked here but a few days before our arrival. He, however, had captured and burned the town, killing a number of men.

We were anxious to get food for our men, so we pushed on to the Upoto district, and about 2. p.m. we anchored opposite the town of Bukela. The people proved very friendly, and brought food to us in their canoes. That night, although we had anchored well above the villages the people were very suspicious of us, as their war-drums were going all night. Our movements had evidently been signaled ahead for each night after this we had canoes watching us, and could hear the war-drums, although we were not in sight of the villages.

On August 11 we passed several large towns of the Yembingo District, and tried to buy food, but they insisted on our going to the beach. This I declined to do, knowing that if the cannibals once got a foothold on the launch, they were in such numbers, it would be almost impossible, with my small force, to drive them off.

August 12 we anchored near a large village, Rubunga, on one of the islands. The people came out in canoes, and told us they would come with a force to fight us in the morning. We attempted to talk with them, but they insisted that we were Arabs, &c. The next morning they came out in large numbers, and, after a long talk with our guide, they ended in selling us food.

After 1 p.m., August 13 we steamed into Monogeri Channel. This is a stretch of water, about 50 yards wide, running between one of the large islands of the Congo and the north bank. We found it full of snags and very shoal. I had heard that Stanley and Lieutenant Van Gile had both been obliged to burn villages here, but I never imagined we would meet with the reception we did. At 2.30 p.m. we ran up opposite the large village of Monogeri. To our surprise, we were greeted with yells, war-drums, war horns, &c. The men were armed to the teeth with knives, spears, and poisoned arrows, and, to all appearances, were frantic with rage. I took my guns out and placed them in full sight, but at this they only increase their uproar.

Finding that we were streaming on, some of the men, absolutely devoid of fear, rushed waist-deep into the water to throw their spears, and as we passed the town, others launched their canoes to follow, many running along the banks. Three hours we were steaming in the narrow channel, and in that time passed several small, and two large villages; all of these had been notified of our approach by the signals and war-drums from below. The din of the yells, mingled with the drums and horns, was something terrific, for each village in turn had contributed to the number of yelling savages that followed us.

After passing the last town I calculated that we were followed by from two to three hundred men, some in canoes, and the others running along the banks. To add to my anxiety, I found that we were running short of wood, and I knew that if we were obliged to anchor in the channel it would be a hard fight all night, and a harder one in the morning when we attempted to land for wood. Fortunately, however, about 6 p.m. we ran out into the river, having just one-half hour’s wood left on board, and anchored in lee of one of the many islands of the Congo. It came on to blow hard, with rain, about 7 p.m., and I did not think the canoes would be able to follow on account of the sea that was running in the river. Shortly after 8 p.m., to our surprise, we were again greeted with the yells and war-horns, and I found that we were surrounded by from ten to twenty war-canoes filled with men. It was some time before we drove them off, and then finally took refuge on the islands near us. We could hear them all night, but they drew off at daylight.

These people had no fire arms, and I am sure that a few well-directed shots when we were first attacked in the channel would have saved us any further trouble, but I yielded to the entreaties of the missionaries not to fire except as a last resort.

On the night of August 14 we were anchored among the islands some miles above a large village, Yosaka. Here we were again surrounded by war-canoes. During the night, while I was forward, my Zanzibari discovered a canoe when only a few feet from the stern of the launch, evidently trying to board us. These savages above Bangala seem absolutely indifferent to danger, and it is only after many of them are shot down during the fights that they will draw off.

At midday August 15 we passed the mouth of the Arrowimi River, and met with much the same reception from the natives here as we had received below. The Arabs, under the famous chief “Tippoo Tib,” had raided down as far as the Arrowimi in the early spring of 1885, and had burned the villages on both banks, taking captured slaves and ivory back to Stanley Falls. This raid of the Arabs had not been altogether successful, as they had lost over one hundred men. Small-pox broke out among them, then threatened starvation forced them to return to Stanley Falls.

Shortly after passing the Arrowimi, the Royal and whale-boat were sighted just ahead, coming down the river. We dropped our anchor, and they were soon alongside.

The Royal, with thirty men, in charge of Mr. Harris, an Englishman, had been sent by Mr. Deane, from Stanley Falls, to warn me against the hostile natives, and to render such assistance as I needed, but, as I had passed the most dangerous localities, their assistance was not required. I learned from Mr. Harris that a few days before, Deane and his men had camped on shore, in the narrow channel, a few miles below the village of Monongeri.

The Royal was made fast to the beach. Deane sent his native guide, in a canoe with two other men, to the village to buy food. They paddled up to the village, the guide going on shore. He was at once surrounded, killed, and arrangements made to eat him. The two men escaped in the canoe, and brought the news down to Deane’s camp. As night was coming on, it was decided not to attack the village until the early morning.

About 2 a.m. the next day, Deane’s camp was attacked by a large body of savages, during a heavy tornado, the State losing seven killed and six wounded, among the latter being Mr. Deane, who had received two dangerous spear wounds. The killed were buried the next day on an island some distance form the camp, and the Royal started for Stanley Falls to obtain proper comforts for the wounded. This fight occurred in the same channel where the Henry Reed had been so savagely attacked on the afternoon of the 13th.

When passing the mouth of the Arrowimi River with the wounded, fifteen war-canoes had tried to surround the Royal about midday, but drew off after several natives had been killed and two canoes swamped.

We remained at anchor the night of the 15th, in company with the Royal. We were not troubled until about 3 a.m. the 16th, when two canoes were detected trying to steal upon us. A warning from the lookout soon drove them off.

At daylight, we discovered eight large war-canoes, with from thirty to forty men in each, lying alongside an island opposite to us. It was necessary to fill up with wood. I therefore sent my men on shore, with a guard from the Royal. The people had been cutting about an hour when the sentries discovered some natives lurking in the bushes. They were driven off with a few shots, and gave us no further trouble. We got underway about midday, and in company with the Royal started for Stanley Falls. The war-canoes followed us with horns blowing, but we soon distanced them, and in two hours they had given up the chase.

From the Arroowimi to Stanley Falls the natives were living in canoes; the villages on both banks hand been burned by the Arabs in the spring, and in only a few instances had the people commenced rebuilding. We had no more trouble with the natives, but were inconvenienced considerably by not being able to buy food for the men.
LT Taunt describes a world full of fevers, and " bad bilious attack" but it was also a world of some pride:
I have the honor to state that, when in camp, the American ensign was hoisted over my tent, and while on the Upper Congo my flag was always, from sunrise to sunset, hoisted at the bow of the launch.

I'm the only representative of any Government, other than the Congo State, and am one of the thirteen white men who have been able to penetrate to Stanley Falls.
Given the temper of the times, it is probably not surprising to find a spot of prejudice in our LT:
In my opinion, it is not yet expedient to attempt to govern these savages by kind treatment. The only thing they respect is power, and, with the coming of the white man, they look for wealth and power.
And in his work analyzing the nature of the Congo, he is so impolitic as to note a few issues troubling to him:
The Arabs do not attempt the slightest concealment in the matter of slave traffic. I was offered a slave by an Arab at what was supposed to be a reasonable price, and this within 100 yards of the station.

Slavery exists among the natives of the entire Congo Valley; but, as before stated, the men slaves are more retainers than slaves. The women, however, are slaves in every sense of the word. The most cruel phase of the native slavery is the right of the owner to put to death any slave at will, and this frequently exercised, especially in the case of the women.
Today, much of the river traveled by LT Taunt lies in the Democratic Republic of the Congo (formerly Zaire), about which the CIA Factbook says:
Established as a Belgian colony in 1908, the Republic of the Congo gained its independence in 1960, but its early years were marred by political and social instability. Col. Joseph MOBUTU seized power and declared himself president in a November 1965 coup. He subsequently changed his name - to MOBUTU Sese Seko - as well as that of the country - to Zaire. MOBUTU retained his position for 32 years through several sham elections, as well as through the use of brutal force. Ethnic strife and civil war, touched off by a massive inflow of refugees in 1994 from fighting in Rwanda and Burundi, led in May 1997 to the toppling of the MOBUTU regime by a rebellion backed by Rwanda and Uganda and fronted by Laurent KABILA. He renamed the country the Democratic Republic of the Congo (DRC), but in August 1998 his regime was itself challenged by a second insurrection again backed by Rwanda and Uganda. Troops from Angola, Chad, Namibia, Sudan, and Zimbabwe intervened to support KABILA's regime. A cease-fire was signed in July 1999 by the DRC, Congolese armed rebel groups, Angola, Namibia, Rwanda, Uganda, and Zimbabwe but sporadic fighting continued. Laurent KABILA was assassinated in January 2001 and his son, Joseph KABILA, was named head of state. In October 2002, the new president was successful in negotiating the withdrawal of Rwandan forces occupying eastern Congo; two months later, the Pretoria Accord was signed by all remaining warring parties to end the fighting and establish a government of national unity. A transitional government was set up in July 2003. Joseph KABILA as president and four vice presidents represented the former government, former rebel groups, the political opposition, and civil society. The transitional government held a successful constitutional referendum in December 2005 and elections for the presidency, National Assembly, and provincial legislatures in 2006. KABILA was inaugurated president in December 2006. The National Assembly was installed in September 2006. Its president, Vital KAMERHE, was chosen in December. Provincial assemblies were constituted in early 2007, and elected governors and national senators in January 2007.
So it goes.

Ethanol May Add to Global Warming


Study: Ethanol May Add to Global Warming:
The widespread use of ethanol from corn could result in nearly twice the greenhouse gas emissions as the gasoline it would replace because of expected land-use changes, researchers concluded Thursday. The study challenges the rush to biofuels as a response to global warming.

The researchers said that past studies showing the benefits of ethanol in combating climate change have not taken into account almost certain changes in land use worldwide if ethanol from corn — and in the future from other feedstocks such as switchgrass — become a prized commodity.

"Using good cropland to expand biofuels will probably exacerbate global warming," concludes the study published in Science magazine.
Of course, we'll all feel better for allowing Congress to mandate higher ethanol levels, because, you know, we care. Even if we care too much to do a study and plan before we act...

Isn't paying more for the same quantity involved with inflation?

Oh, and have I mentioned that ethanol actually reduces miles per gallon, so you end up having to buy more of it to travel the same distance? Or the lack of economies of scale in scattering tiny ethanol refineries about? I'll get there eventually.

Anchoring on the Internet


Good explanation of what happens when anchors land on internet cables and how the internet feeds conspiracy theories at The Economist Of cables and conspiracies:
The notion that something spookier than ships' anchors was to blame gained ground when Egypt's transport ministry said it had studied video footage of the sea lanes where the cables had been, and no ships had crossed the line of the breakage for 12 hours before and after the accident (the area is, in fact, off limits to shipping). Suspicion spread when yet another cable—between Qatar and the United Arab Emirates—went down on February 3rd. “Beyond the realm of coincidence!” said a user of ArabianBusiness.com.

In fact, the fourth break was unsuspicious: the network was taken down by its operator because of a power failure. But by that time the conspiracists were in overdrive. Slashdot.org, a discussion board, said Iran had lost all internet access on February 1st. “A communications disruption can mean only one thing—invasion,” said bigdavex, quoting a line from a “Star Wars” film. Bloggers in Pakistan, having recovered from their disruption, returned with a vengeance. The broken cables, they said, forced a delay in the opening of an oil bourse in Tehran; this would have led, claimed pkpolitics.com, to the mass selling of dollars “which would have instantly crashed [the American] economy”. Marcus Salek of New World Order 101.com (nwo101.com) added that “President Putin ordered the Russian air force to take immediate action to protect the Russian nation's vital undersea cables.”

There is just one small problem: Iran's internet connectivity was never lost. Todd Underwood and Earl Zmijewski of Renesys, an internet-monitoring firm, reported that four-fifths of the 695 networks with connections in Iran were unaffected. Most of the other theories dissolve under analysis, too. Perhaps the American navy can bug fibre-optic cables but it's not clear how. A report for the European Parliament found in 2000 that “optical-fibre cables do not leak radio frequency signals and cannot be tapped using inductive loops. [Intelligence agencies] have spent a great deal of money on research into tapping optical fibres, reportedly with little success.”

It may be rare for several cables to go down in a week, but it can happen. Global Marine Systems, a firm that repairs marine cables, says more than 50 cables were cut or damaged in the Atlantic last year; big oceans are criss-crossed by so many cables that a single break has little impact. What was unusual about the damage in the Suez canal was that it took place at a point where two continents' traffic is borne along only three cables. More are being laid. For the moment, there is only one fair conclusion: the internet is vulnerable, in places, but getting more robust.

Australia-Indonesia security agreement


New security deal between Australia and Indonesia reported here:
A new security pact between Australia and Indonesia came into force Thursday at a ceremony in Perth attended by the foreign ministers of the at-times testy neighbours.

Known as the Lombok Treaty, the agreement replaces an earlier pact torn up by Indonesia eight years ago over Australian support for the independence of East Timor.

The new agreement includes a key Indonesian demand that Australia will not support separatist causes in its giant neighbour's sprawling archipelago.

"The treaty provides a strong overarching framework for strengthening security cooperation," Australian Foreign Minister Stephen Smith said in a statement.

It covers "greater collaboration in areas such as defence, law enforcement, counter-terrorism, maritime security and emergency preparedness," he said after talks with his Indonesian counterpart Hassan Wirajuda.

The treaty was signed on the Indonesian island of Lombok in November 2006 but needed to be ratified by both parliaments.

The signing of the agreement came hard on the heels of a diplomatic row over Australia's granting of asylum to 43 Papuan separatists which saw relations plunge to their lowest level for years.

Critics said then they feared the new pact could see Australia aiding repression of independence activists from the restive Indonesian province, a charge rejected by the government.

Smith said the two countries also agreed to renew for a further three years a separate agreement on combating terrorism and to institute new counter-terrorism consultations.

Shipping Container Security: Resistance Movement

Atlanta-based Home Depot and fellow "big box" chain stores have targeted donations to key lawmakers and stepped up lobbying efforts amid industry resistance to a law mandating 100 percent security scanning for imported cargo.

The new measure - recommended by the commission that examined the Sept. 11, 2001, attacks - requires that every cargo container be scanned for radiation or nuclear hazards before being shipped to the United States.

Business groups, who argue that importers are doing enough to improve cargo security already, are seeking to delay its implementation, which is slated for July of 2012.

"It is not a smart way to conduct cargo security" by checking every container, said Jason Conley, homeland security policy chief for the U.S. Chamber of Commerce. Foreign seaports would have to buy costly scanning equipment and America's trading partners could retaliate against U.S. exports, he said.

At the retail giants, including Wal-Mart, Target, Home Depot, Best Buy and Circuit City, corporate political action committees have focused campaign dollars on Republican members of the Senate Homeland Security Committee, a study of campaign filings by Congressional Quarterly found.

Of the top five Senate recipients of these funds, Sens. Susan Collins of Maine, Norm Coleman of Minnesota, and John Sununu of New Hampshire are all GOP members of the homeland security panel, which could play a crucial role as retailers seek a potential two-year extension of the cargo-scanning deadline.

Maritime security authority Stephen Flynn said he has watched the "energetic" delay tactics with concern.

"The status quo is not sustainable," Flynn said of the current system, under which only a tiny percentage of cargo-that which has been identified as high risk-is scanned for hazards.

No system is fail-safe, said Flynn, a former Coast Guard officer and a member of the Council on Foreign Relations. But he warned that an explosion of a single radiation device in a cargo container would freeze trade worldwide indefinitely unless shippers had a 100 percent scanning system to restore public confidence.

Although industry critics point out that scanning technology is imperfect and prone to false alarms, Flynn said that sending cargo boxes through a portal that combined both radiation detection and image scanning would give inspectors instant and reliable information about suspicious materials. He said the cost would be about $20 per container, which he called reasonable since a typical Wal-Mart container has about $60,000 in merchandise.

The Retail Industry Leaders Association, the trade group for the "big-box" chains, attempted to defeat the 100 percent scanning proposal last year. Spokesman Brian Dodge said that was only one of many issues-including product safety, crime, and tax issues-that have prompted his group to grow and have an expanded presence on Capitol Hill.

In a recent piece in Seapower magazine by David W. Munns here. Mr. Munns posits a scenario in which containers passing through Pakistan have had their contents stolen by thieves who un-weld the seams of the metal containers, take the products from inside the container and then re-weld the seams, apparently without breaking the seals on the boxes.
The cost savings of cargo theft reduction ought to help some shippers feel better about an improved container...though it seems to me that a combination of more secure containers, other forms of electronic security and a good random container container checking policy would serve as well as 100% scanning.

Infrastructure: Saving money by shipping using ... barges and tugs and ships


Here's thought-provoking quote:
"Anything that drives up the [shipping] cost is a problem" for the price of products — all products, and the materials that go into them. That's inflation, which is pretty good at provoking recession, too. So economizing on the price of delivery would be important. Ditto the consumption of fuel. Anybody got an idea?

"Short sea shipping is fuel efficient," according to MarAd, on their website, "cost effective, and environmentally sound." MarAd defines short sea shipping as "commercial waterborne transportation that does not transit an ocean. It is an alternative form of commercial transportation that utilizes inland and coastal waterways to move commercial freight from major domestic ports to its destination."

In other words, fewer trucks, more tugs and barges.
The quote comes from the article "The 20/20 Harbor" by Don Sutherland appearing at page 34 in the January 2008 of Marine News downloadable in pdf format here. Naturally there is a suggestion that the federal budget is short changing the maritime transportation industry:
...when Rep. Elijah Cummings, D-Md held hearings on the subject in February of this year, he noted that the federal budget for 2007 includes $39b in federal highway aid, and just $446m for maritime transportation.
But my key takeaway from the article is that the old canal systems may offer help is easing port congestion and lower transportation costs, ultimately benefiting consumers:
"The 2005 Transportation Bond Act authorized $3 million for a canal container-on-barge demonstration project, including design and construction of two container barges specifically built for the canal," said one upstate insider. "The agreement freeing up the money has not been finalized. My own feeling is the key is to load barges directly from ship. This would represent a fraction of the containers coming into port but fractions are important when your dealing with such big numbers."
The thinking is that the Port Authority of New York/New Jersey, already dredging to a 50-foot depth, is looking forward to post-Panamax ships bypassing the West Coast and coming straight to the east. "But nobody will tell you that a container arriving by ship makes it out of the Port of New York by land quickly now, and efforts with the New York Container Port (formerly Howland Hook) and feeder services notwithstanding, a serious ramping up of the volume certainly will not help" in alleviating container congestion. Our source is not authorized to speak for any agency, hence requests anonymity. No one seems to be authorized — for in a vacuum of planning, who's authorized for anything? But he does have his informed opinion. "Though a relative concentration of consumers is not necessarily found in upstate NY, certain distribution centers are and — perhaps more importantly — land for new distribution centers is plentiful. When you couple that with the fact that the Canal could be a corridor to points west, north, and even east with multimodal connections, it really does start to make sense."
Is the Canal large enough for modern needs? What happens when winter weather closes it? Studies covering the Canal's commercial prospects were completed years ago, but not read widely. Too bad. The planning, the agreements, the politics are the hard part. Actually implementing them would be easy — it's what the maritime industry does.

Somalia: "We are Not Pirates"


Reported asWe are Not Pirates, Say Ship Hijackers. Despite the fact that they have seized a tug meant for operations off the Russian coast (see here), Somalia pirates attempt to wrap themselves in the "environmentalist" robe:
The spokesman of a group of gunmen who hijacked two ships off of Somalia's northeastern coast has said that they are not pirates.

The man, who did not identify himself, contacted Radio Garowe, a station based in the regional capital of the semiautonomous state of Puntland.

"I have contacted you after hearing reports through international media that pirates hijacked a ship after it left the port of Bossaso," the man told Radio Garowe.

He claimed that the Russia-registered ship, Svitzer Korsakov, is "part of the environmental destruction" being committed by various foreign ships off of Somali shores.

"We are the gentlemen who work in the ocean...since the [Somali] civil war began the ocean has been our Mother," the man said.

Some reports said a second foreign ship has been seized off the Somali coast and is also being kept near the natural port of Eyl. Both ships are controlled "by the same group," according to the spokesman.

He said their group's name is the Ocean Salvation Corps, and they are a group of Somali nationalists who took it upon themselves "o protect the country's shores."

"The ships we now control have the equipment which destroyed the Indian Ocean," the man said, adding: "More than 70,000 tons of fish species is on abroad."

Asked whether or not the group would ask for ransom, the man said: "It has been the tradition to take ransom payment, but we will bring these ships in front of the law."

A spokesman for the Puntland administration said security forces have been dispatched to Eyl to oversee release efforts.

As I have stated before, attacking and capturing merchant ships, tugs and cruise ships tends to negate the assertion of "environmentalism." Nice try, though.

Somalia: Danes pick up food ship escort job

The Danish navy has taken over the task of escorting mercy ships to war-ravaged Somalia.

The ships carry food to more than one million starving Somalis on behalf of the World Food Programme (WFP).

The Danish navy takes over from its French counterpart which has been escorting WFP ships from Mombasa to Somalia following increased cases of piracy along the coast of the Horn of Africa country.

Before handing over the mandate to escort WFP ships to Denmark, the French navy had escorted nine shipments of 30,000 tonnes of food. The food, which can feed 300,000 people for six months.

The UN agency has however said it urgently needs US$15 million to buy nearly 20,000 metric tonnes of food to cover shortfalls until June.

Port Security: Undersea Tech

A surveillance system will be installed in the Piscataqua River this summer to protect the Port of New Hampshire from terrorist attacks.

The system will include sonar equipment and a remotely operated underwater robotic camera called the Sea Otter that will allow authorities to check potential threats to the bridges that connect New Hampshire and Maine.

The camera will also let authorities check the hulls of incoming ships.

The system was developed by Sonatech Corp. of Bedford and has been tested at several other ports.

Though some critics have questioned the need for such technology, Woodsum said terrorists are close to having the ability to use divers to attach bombs to ship hulls and bridges.

"We have bridges that can be attacked and sunk [in] the harbor, which would basically stop all traffic," between New Hampshire and Maine, he said.

Nicholls agreed.

"I think it pays to be prepared, whether we're operating in the Port of Portsmouth or the Port of Los Angeles," he said.

Somali Pirates: Take tug off Somalia coast

Pirates captured the Svitzer Korsakov tugboat off the Somali coast with four Russians and two British nationals aboard.
The incident took place back on Friday, but the news about this event was made public only on Sunday. There is also different information on where the vessel is heading.

Captain on duty at the Yuzhno-Sakhalinsk marine rescue sub-centre Valery Ishmukov told Itar-Tass on Sunday that the Svitzer Korsakov is heading for the Somali port of Mogadishu. Rescuers believe that the tugboat has instruments, transmitting automatically the ship's
coordinates. The pirates do not know possibly this; therefore, the tugboat' s movements are being tracked for the time being, Kazinform refers to Itar-Tass.

The press service of the Russian Transport Ministry reported that "the Svitzer Korsakov is now in the zone of visibility of passing-by ships off the Somali coast, but the crew have not sent any SOS signal".

In turn, the headquarters of the UN World Food Programme (WFP), located in Rome, reported, referring to a source in Mogadishu, that to all appearances, the tugboat is sailing along the coral ridge off the Somali coast. Eyewitnesses claimed that a NATO warship was near the captured vessel. There is no communication with the crew. According to tracking
instruments, the tugboat's course was changed after the ship's capture.

There are four Russian citizens aboard the Svitzer Korsakov, including the captain's back-up man Nikolai Berezovsky and two British nationals -the captain and senior mechanic. The vessel was heading from St.

Petersburg for Sakhalin where it was to operate in the Prigorodnoye port to help mooring giant tankers and the same-size gas carriers.

It planned to call en route at Singapore to replace the St. Vincent and Grenadines flag with the Russian one. The pirates captured the ship at the exit from the Bay of Aden.

An Irish man is among six tugboat crew members who have been seized by pirates off the coast of Somalia.

He was on board the Danish-owned Svitzer Korsakov, which was captured early on Friday morning and is now at anchor in Somali waters.

The vessel also has a British captain and four Russian crew members.

The Republic's Department of Foreign Affairs in Dublin said it was offering consular assistance to the Irish citizen's family.

"The department is aware of the incident and is monitoring the situation closely," a spokeswoman said.

The newly built ship was travelling from St Petersburg to Sakhalin Island, between north west Japan and Russia.

The Irish crew member is understood to be the chief engineer. It is not known what part of the island he is from.

Patrick Adamson, of the ship's owners, Svitzer, said: "We have been in touch with both the master of the vessel and the hijackers.

"The crew's morale is good, they are getting some sleep and are being fed," he said.

A statement from the company added: "Appropriate measures are in place to seek the safe release of the crew, and their families continue to receive support."

Sunday Ship History: Putting Radar on Ships


It's 9pm on September 8, 1923 and a U.S. Navy destroyer squadron is at sea off Honda Point, California:
Just over twelve hours earlier Destroyer Squadron ELEVEN left San Francisco Bay and formed up for a morning of combat maneuvers. In an important test of engineering efficiency, this was followed by a twenty-knot run south, including a night passage through the Santa Barbara Channel. In late afternoon the fourteen destroyers fell into column formation, led by their flagship, USS Delphy. Poor visibility ensured that squadron commander Captain Edward H. Watson and two other experienced navigators on board Delphy had to work largely by the time-honored, if imprecise, technique of dead reckoning. Soundings could not be taken at twenty knots, but they checked their chartwork against bearings obtained from the radio direction
finding (RDF) station at Point Arguello, a few miles south of Honda. At the time they expected to turn into the Channel, the Point Arguello station reported they were still to the northward. However, RDF was still new and not completely trusted, so this information was discounted, and DesRon 11 was ordered to turn eastward, with each ship following Delphy.

However, the Squadron was actually several miles north, and further east, than Delphy's navigators believed. It was very dark, and almost immediately the ships entered a dense fog. About five minutes after making her turn, Delphy slammed into the Honda shore and stuck fast. A few hundred yards astern, USS S.P. Lee saw the flagship's sudden stop and turned sharply to port, but quickly struck the hidden coast to the north of Delphy. Following her, USS Young had no time to turn before she ripped her hull open on submerged rocks, came to a stop just south of Delphy and rapidly turned over on her starboard side. The next two destroyers in line, Woodbury and Nicholas, turned right and left respectively, but also hit the rocks. Steaming behind them, USS Farragut backed away with relatively minor damage, USS Fuller piled up near Woodbury, USS Percival and Somers both narrowly evaded the catastrophe, but USS Chauncey tried to rescue the men clinging to the capsized Young and herself went aground nearby. The last four destroyers, Kennedy, Paul Hamilton, Stoddert and Thompson successfully turned clear of the coast and were unharmed. In the
darkness and fog enveloping the seven stranded ships, several hundred crewmen were suddenly thrown into a battle for survival against crashing waves and a hostile shore.
Today, such an event is most unlikely, thanks to the development of radar for ships. A WWII training manual stated: "RADAR -- synthetic word meaning Radio Direction And Ranging -- is an electronic device which locates ships and planes in darkness, fog, or storm. It has many military applications and has been effective in many battles of this war." To which we might add, in that war, all wars since and in thousands of non-military applications.

Radar as we know it today was the evolutionary product of great minds, ranging from Heinrich Hertz, the "discoverer" of radio waves, to Christian Huelsmeyer:
On the 30th April 1904, Christian Huelsmeyer in Duesseldorf, Germany, applied for a patent for his 'telemobiloscope' which was a transmitter-receiver system for detecting distant metallic objects by means of electrical waves. The telemobiloscope was designed as an anti-collision device for ships and it worked well. His interest in collision prevention arose after observing the grief of a mother whose son was killed when two ships collided. After a period teaching in Bremen, where he had the opportunity of repeating Hertz's experiments, he joined Siemens. In 1902 he moved to Duesseldorf to concentrate on his invention. He became acquainted with a merchant from Cologne, was given 5,000 marks and founded the company 'Telemobiloscop-Gesellschaft Huelsmeyer und Mannheim'. The first public demonstration of his 'telemobiloscope' took place on the 18th May 1904 at the Hohenzollern Bridge, Cologne. As a ship on the river approached, one could hear a bell ringing. The ringing ceased only when the ship changed direction and left the beam of his 'telemobiloscope'. All tests carried out gave positive results. The press and public opinion were very favorable. However, neither the naval authorities nor industry showed interest. In June 1904 he was given the opportunity by the director of a Dutch shipping company to display his equipment at various shipping congresses at Rotterdam. His was detecting ships at ranges up to 3,000 m, and he was planning a new 'telemobiloscope' which would function up to 10,000 m. He received a fourth patent on the 11th November 1904 in England.
From this primitive beginning, inventors began to pursue better technology.

Modern radar owes much to the U.S. Navy's Naval Research Laboratory:
From 1934 to 1936, experiments by the Naval Research Laboratory, NRL, were being carried out by Robert M. Page. In 1935, he and a small group of scientists at NRL began testing a 60 MHz pulsed radar to detect aircraft. However, pulses from the high powered transmitter caused "ringing" in the receivers, which swamped the echo signals returning from objects nearby.By 1936, NRL engineers had built a 28 MHz pulsed radar which detected aircraft 10 miles away. By the end of 1936, a new radar operating at 80 MHz was detecting aircraft 38 miles away. And in Dec. 1938, a 200 MHz
XAF radar was tested on the USS New York and it detected aircraft up to 100 miles away. The Radio Corporation of America, RCA, worked closely with NRL. Hollmann's patent disclosures filed in the US for such systems as pulsed radar circuits, ring oscillator multiple push-pull tuned-grid tuned-anode, split-anode magnetron, Barkhausen-Kuerz oscillator and antenna duplexer were used.The new model CXAM radar, developed after the XAF unit, worked on 400 MHz (l=75 cm), was put into production. RCA built and delivered 20 CXAM sets in 1940. These sets were installed on the battleships California, Texas, Pennsylvania, West Virginia, North Carolina and Washington, on aircraft carriers Yorktown, Lexington, Saratoga, Ranger, Enterprise and Wasp, on 5 heavy cruisers, 2 light cruisers, and the seaplane tender Curtis. The CXAM performed well during WWII.

The battleship New York was not the first U.S. Navy ship to test radar:

Before radar came along the art of stationkeeping in maneuvers and convoys was a very intricate and hazardous problem. In 1937, a 200-mc radar set was tested at sea on USS Leary (DD-158). Two years later, USS New York (BB-34), while she was in a fleet problem in the Carribean at night, tested a greatly improved 200-mc radar set. A group of destroyers (without radar) were attempting a torpedo run on a line of battleships. All ships were in darkness. Aboard New York a group of men in air plot were intently peering at a small flourescent screen when a slightly higher hump appeared in the jagged green line wavering across the screen. They let the "hump" come to 5,000 yards, trained a searchlight in its direction, illuminated, and picked off the oncoming destroyer. Radar had come to life. Upon the Radioman's shoulders fell the brunt of keeping up sound and radar equipment. Operators of this equipment (Soundmen and radar operators, then) were usually Yeomen, Storekeepers, or Seamen, who, if they could distinguish between a "ping" and a "pong" were awarded five extra dollars a month. Communications responsibilities increased and Radiomen couldn't be spared to keep up extra equipment, so in 1943, there were two more ratings established, Radarman and Sonarman.

In April 1937, Leary became the first United States naval vessel to be equipped with search radar, which was installed by the Naval Research Laboratory.

In September 1939 destroyers Leary and Hamilton (DD-141) established a continuous antisubmarine patrol off the lower New England coast. The following year her patrol functions enlarged and 9 September 1941 she began a series of hazardous escort missions to Iceland. On 19 November Leary became the first American ship to make radar contact with a U-boat. After 26 February 1942 she spent a year escorting convoys from the midocean meeting point to various Icelandic ports.
How does radar work?
The principle upon which radar operates is simple. Briefly, it consists of sending out a short pulse of radio energy and receiving a portion of the same energy reflected back by objects in its path.

The energy sent out by a radar set is the same as that transmitted by ordinary radio. But unlike an ordinary radio set a radar set literally picks up its own signals. Thus the radar set transmits a short pulse of energy, receives its echoes, then transmits another pulse and receives its echoes. This out-and-back cycle is repeated from 60 to 5000 times a second.

The extremely short time interval between the sending of the pulse and the reception of its echoes can be measured very accurately--even to one ten-millionth of a second. Since the speed at which the radio energy travels is known (it is the same as that of light) the range of any reflecting object can be obtained.

Furthermore, the transmitted energy is focussed in a beam which can be pointed in any chosen direction. Hence the bearing of a reflecting object is also obtained.

THIS PHOTOGRAPH ILLUSTRATES the clear definition between land and water provided by radar, as well as the sort of picture presented on one type of radar scope. Such definition, of course, is useful as an aid in navigation of planes and ships, in observing the movements of ships and convoys, in detecting targets at night, in shelling or bombing enemy vessels or coastal targets, or in mapping work.

This PPI scope has a flourescent screen so made that the signals from reflecting objects will persist for a few moments. Other types of scopes are shown on the following pages, illustrating some of the chief uses of radar. For most of these functions, several radar sets are now available. Details of design, operation and performance of specific sets are listed later in the book.
It's hard to imagine the Point Honda disaster occurring if the destroyer navigators had had sucha clear picture of the danger they were standing into.

The Kosovo Dance

Nine years into the Kosovo mess, the "exit strategy" is still unclear, and our compelling national interest (unclear when we got in) may now lie in not making a further hash of our foreign relations because of yearnings among Kosovar Albanians for a free Kosovo. Read Warning light on Kosovo and ponder, "How did we get into this situation?"
We believe an imposed settlement of the Kosovo question and seeking to partition Serbia's sovereign territory without its consent is not in the interest of the United States. The blithe assumption of American policy — that the mere passage of nine years of relative quiet would be enough to lull Serbia and Russia into reversing their positions on a conflict that goes back centuries — has proven to be naive in the extreme.

We believe U.S. policy on Kosovo must be re-examined without delay, and we urge the Bush administration to make it clear that pending the results of such re-examination it would withhold recognition of a Kosovo independence declaration and discourage Kosovo's Albanians from taking that step.

Current U.S. policy relies on the unconvincing claim that Kosovo is "unique" and would set no precedent for other troublespots. Of course every conflict has unique characteristics. However, ethnic and religious minorities in other countries already are signaling their intention to follow a Kosovo example. This includes sizeable Albanian communities in adjoining areas of southern Serbia, Montenegro, and especially the Former Yugoslav Republic of Macedonia, as well as the Serbian portion of Bosnia-Herzegovina.
Remember the so-called "Powell Doctrine" - often laid out as if it were an set of decision-tree rules instead of a more subtle thought process:
To help with the complex issue of the use of "violent" force, some have turned to a set of principles or a when-to-go-to-war doctrine. "Follow these directions and you can’t go wrong." There is, however, no fixed set of rules for the use of military force. To set one up is dangerous. First, it destroys the ambiguity we might want to exist in our enemy’s mind regarding our intentions. Unless part of our strategy is to destroy that ambiguity, it is usually helpful to keep it intact.

Second, having a fixed set of rules for how you will go to war is like saying you are always going to use the elevator in the event of fire in your apartment building. Surely enough, when the fire comes the elevator will be engulfed in flames or, worse, it will look good when you get in it only to fill with smoke and flames and crash a few minutes later. But do you stay in your apartment and burn to death because your plan calls for using the elevator to escape and the elevator is untenable? No, you run to the stairs, an outside fire escape or a window. In short, your plans to escape should be governed by the circumstances of the fire when it starts.

When a "fire" starts that might require committing armed forces, we need to evaluate the circumstances. Relevant questions include: Is the political objective we seek to achieve important, clearly defined and understood? Have all other nonviolent policy means failed? Will military force achieve the objective? At what cost? Have the gains and risks been analyzed? How might the situation that we seek to alter, once it is altered by force, develop further and what might be the consequences?
I assert the same questions, having been inadeqately addressed prior to getting involved in Kosovo, need to be addressed now:
(1) What is the U.S.'s desired "political objective" of Kosovo's independence?
(2) Have the gains and risks been analyzed?
(3) How might the situation that we seek to alter, altered has it has been by force, develop further and what might be the consequences?

Bolton, Eagleberger and Rodham are posing those questions and don't much like the answers.

Neither do I.

Jane points the way to a learned article suggesting that it may be time to contemplate what happens if Yemen, which sit right on a couple of vital sea lines of communication, were to fall apart (more than now, that is) here. And she has a new favorite word we will all be using soon, "jihadization."

2. INDONESIA: The Indonesian government has agreed to install seven radars provided by the US in the Makassar Strait to support security efforts in the major sea lane, as of 22 Jan 08 reporting. Defense Minister Juwono Sudarsono stated the installation of seven radars is meant to support ASEAN maritime defense and security. He explained that the US government is committed to helping Indonesia build its capacity to secure its waters by providing the surveillance radars. He also stated that the security of the Sea Lines of Communication in the Asia and Pacific region is a matter of vital importance to its users. The US previously providedIndonesia with five surveillance radars that were set up along the Malacca Strait to support security (ANTARA News).
3. SRI LANKA: The Sri Lankan Navy has put in place “underwater defense system” or
mines, between Kachchatheevu and Neduntheevu (Deft Island) as part of efforts to prevent Liberation Tigers of Tamil Eelam (LTTE) activities from crossing into Indian territorial waters, per 23 Jan 08 reporting. The Sri Lankan Navy asked the Indian Navy to warn Tamil Nadu fishermen against crossing the International Maritime Boundary Line (IMBL) for safety reasons. A copy of the message was reportedly forwarded to all concerned authorities. Local Indian fishermen raised the concern that they could not always identify the IMBL and distinguish between Indian and Sri Lankan waters. They claimed that the sea between Kachchatheevu and Neduntheevu is their “traditional” fishing ground (LM: The Hindu, Time of India).

2. SOUTH CHINA SEA: Container ship (AL MUTANABBI) reported suspicious approach
27 Nov 07 at 1430 local time, while underway in position 06:46.0N-107:50.0E, approximately 120NM North of Pulau Laut, Indonesia, per 02 Jan 08 reporting. Two small wooden boats were spotted about 4NM on the starboard side of the ship. The boats appeared to be moving on a course that would narrowly cross the vessel’s bow. The boats were blue in color, about six to eight meters long and powered by outboard motors. A total of five men were on board the two boats. One of the boats suddenly altered its course towards the portside of the vessel, and appeared to close in the on the vessel from its port bow. The ship master took evasive measures to prevent boarding, and the boats eventually moved away. The incident was reported to the
Vietnam Marine Police (ReCAAP).

6. INDONESIA: Tug (MAKMUR ABADI-I) towing barge (MAKMUR ABADI-V) hijacked, 23 Dec 07, near Bilang-Bilangan Island, off East Kalimantan coast. While sailing from Tanjung Redep, East Kalimantan, to Surabaya East Java with a cargo of crude palm oil, the tug and barge were stopped by seven men in a speedboat. The pirates were armed with sharp weapons and overpowered the skipper and crew and locked them in a cabin. The pirates repainted the tug and barge (OCEAN LINE-1) and (OCEAN LINE 2) respectively, then steered the vessels toward Labuan, Malaysia. The Indonesian Naval patrol vessel (KRI SUTEDI SENAPUTERA-878) was patrolling the Ambalat region when it chased and eventually intercepted the pirated vessels. The pirates were arrested and taken to the Tarakan naval base in East Kalimantan. From there, they would later be transferred to Surabaya to undergo a judicial process (LM: ANTARA News).

Arabian Sea: Canadian Navy Busts Running Rum-Runners


Reported here, a report of a coalition navy in action:

Canadian sailors patrolling the Arabian Sea in the war on terrorism ended up this week helping Pakistani authorities fight alcohol smuggling.

On Wednesday, the crew of the Halifax-based frigate HMCS Charlottetown turned over a boatload of booze smugglers to Pakistani authorities. Convictions for selling alcohol in the Muslim country can result in imprisonment and caning.
That possibility of caning is an issue for one MP:
Canadian sailors handing people over to a country where they could be caned raises serious questions, said Peter Stoffer, the New Democrat MP for Sackville-Eastern Shore.

"Alcohol is strictly forbidden in Islamic countries. They’re quite strict on that and people know what the rules are," Mr. Stoffer said. "But yet we arrested them, so they’re technically our prisoners and we wouldn’t do that to people in our own country. So I would say that Canada, before turning them over, should get the assurances that they won’t be physically beaten or caned or anything of that nature."

It’s "too late now" to extract that kind of promise from Pakistani authorities for the smugglers who were handed over Wednesday, he said.

"But I would say, in future, if that happens, that the guys should say very clearly that, ‘Look, we caught these guys doing it. We’re going to hand them over to you. Just don’t beat them up,’ " Mr. Stoffer said.

Somalia: Relief News

In the light of the expected continued deterioration of the food security situation in Somalia, WFP needs an additional 40,000 metric tons of food to feed some 1.4 million people in Somalia between January and July 2008. For the whole year, WFP plans to feed a total of 1.8 million people in Somalia including 590,000 displaced people in South Central, 905,000 vulnerable people for general food distribution in the South and 305,000 others in the North.

The French Navy will escort the last vessel loaded with food back to Mombasa once it finishes unloading at the southern Somali port of Marka. The Danish government is at a final stage in considering to take-over the French naval protection to ensure safe passage against pirates to ships carrying WFP food.

The French Navy has now taken up the role of soldiers of mercy by escorting ships contracted by WFP to deliver relief supplies from the port of Mombasa to Somalia.

Lieutenant commander Philippe Le Gac is the commanding officer of the French frigate which is among two French naval vessels involved in the mission.

Lt Commander Gac is happy that his country was the first to respond to the appeal for international intervention to ensure that relief supplies reached thousands of Somalis facing starvation.

For him, the French military mission was a demonstration of how those who care for others can show compassion during moments of catastrophic experiences as is the case in Somalia.

“As a soldier, I am very happy to be involved in this humanitarian mission that has seen me and other French soldiers ensuring that the people of Somalia who urgently need relief supplies get it despite insecurity posed by pirates,” he said in a recent interview.

Lt Commander Gac said they started escorting WFP ships last November due to increased cases of piracy which threatened the delivery of relief supplies.

“Since we started this mission which is expected to end next month, we have not experienced any difficulties from pirates and we are happy about this development,” he said.

He said the French Navy contingent would continue with its mission to escort vessels carrying relief supplies to Somalia until February when they are expected to hand over to the Danish Navy.

“As a navy, we are honoured and proud to be involved in such a worthy cause. But this is not the first time we are involved in such a mission and we hope to offer our assistance in future if called upon to do so,” he said.

In 2005, an upsurge of piracy in Somali waters, including the hijacking of two ships contracted by WFP, forced the UN agency to suspend all deliveries by sea for some weeks.

Some 80 per cent of WFP food assistance for Somalia is transported by sea. Pirate attacks had threatened to cut the relief agencies main supply route, jeopardising rations for the 1.2 million people that benefited from the programme.

The future even looks brighter for humanitarian activities in the Horn of Africa country because, apart from the French Navy, more international forces have shown interest in the mission, according to Lt Commander Gac.

“Apart from the Danish Navy which has already confirmed that it would be taking over from us in February, there are other countries which have indicated that they want to be involved in this mission,” he said.

Major boost

The Somali humanitarian mission received a major boost last week when the IMO-backed proposals were adopted to allow Western naval forces protecting shipping off the coast of East Africa the right of “hot pursuit”.

The proposal will allow naval protection vessels the freedom to act against pirates off the Horn of Africa, even inside Somali territorial waters.

While the IMO Assembly ruling is not binding on the transitional Somali government, the IMO has appealed to Mogadishu to cooperate with the ruling in an effort to cut the alarming rise in the piracy off the Horn of Africa.

The resolution urges the transitional Government to allow warships or military aircraft to operate in Somali territorial waters during operations against pirates.
Good for the French and, perhaps soon, the Danes.

Wow. Providing escorts for ships through pirate waters helps prevent piracy. Who knew? What? Everybody?
Bad on the UN for taking so long to figure it out.
