Biden's Opinion on Where U.S. Foreign Affairs Stand

The least relevant voice in an out-going administration calls the future "Building on Success" of the Obama foreign policy:
The next administration will take the reins of American foreign policy in a world that is more complex than at any point in our modern history, including the twilight of the Cold War and the years that followed the 9/11 attacks. But it is also the case that despite the proliferation of threats and challenges—some old, some new—by almost any measure, we are stronger and more secure today than when President Barack Obama and I took office in January 2009. Because of our investments at home and engagement overseas, the United States is primed to remain the world’s preeminent power for decades to come. In more than 40 years of public service, I have never been more optimistic about America’s future—if only we continue to lead.
I would like to think this is true, but I find myself more in agreement with former SecDef Robert Gates in his book Duty as set out in the WaPo
...[F]ormer defense secretary Robert Gates, in his memoir “Duty,” lashed out at Vice President Biden as being “wrong on nearly every major foreign policy and national security issue over the past four decades.”

But, you know, read the Biden piece and decide for yourself.

"It's for the Children" and Other Excuses for War-Making

I've long been a critic of humanitarian interventions:
These should not be confused with "humanitarian operations." Humanitarian operations

are approved by countries affected by some disaster or another, such as the aid rendered to the victims of the tsunami of December 2004 or other efforts to assist areas impacted by storms or earthquakes. In such cases, military forces may end up working with non-governmental organizations like the Red Cross or transnational entities like the UN and its disaster contractors. In such cases, the role of the military is usually logistical support.


By contrast, in a "humanitarian intervention" armed force is used directly to intervene in a sovereign nation's affairs even against the will of the sovereign of the invaded or attacked nation.

So it was with a great deal of interest I read David Bromwich's "The Roots of Hillary's Infatuation with War" in which he discusses the alter ego of "humanitarian intervention" - "smart power":
Smart power is supposed to widen the prospects of liberal society and assist the spread of human rights. Yet the term itself creates a puzzle. Hillary Clinton’s successful advocacy of violent regime change in Libya and her continuing call to support armed insurgents against the Assad government in Syria have been arguments for war, but arguments that claim a special exemption. For these wars—both the one we led and the one we should have led—were “humanitarian wars.” This last phrase Clinton has avoided using, just as she has avoided explaining her commitment to the internationalist program known as “Responsibility to Protect,” with its broad definition of genocide and multiple triggers for legitimate intervention. Instead, in a Democratic primary debate in October 2015, she chose to characterize the Libya war as “smart power at its best.”

Understanding the impulse to "protect" (couched as a "responsibility to protect") is important in examining political candidates for high office.

Not just in terms of the presumptive Democratic Party presidential candidate who is the topic of Dr. Bromwich's piece, but also in thinking about how we get into messy situations abroad - like Kosovo (still not at peace and hello ISIS, Somalia ("Blackhawk Down"), and Libya (hello, ISIS). If I recall correctly there were some "red line" warnings to Assad in Syria that sounded in humanitarian concerns.

In any event, Dr. Bromwich is right in asking at what level of humanitarian concern is intervention acceptable to a candidate? Would the Khmer Rouge and the killing fields of Cambodia now qualify? Rwanda? What about Mao's China and its "cultural revolution?" Stalin starving the Ukraine?

I think you get the drift - putting U.S. forces into combat in defense of the U.S. is one thing. Using our forces to deliver aid after a disaster is another. But is intervening in another country's affairs "for the children" - a mission we ought to undertake?

Indeed, as Dr. Bromwich writes, "An incorrigible belief in the purity of one’s motives is among the most dangerous endowments a politician can possess."

My mother always quoted, "The road to hell is paved with good intentions."

It's a dangerous path.

"Assuming" - a major error in international relations



Interesting reading on how assumptions, even with close allies, can be troublesome - here in the case of Australia and the problems China raises, from the Lowy Institute for International Policy in Sydney:  The problem with American assumptions about Australia. First, a very nice description of what China is possibly doing to the international rule of law:
China's rise is not a threat in and of itself. But if Chinese leaders believe that they are not bound by international laws and norms, or that they can intimidate China's smaller neighbors into waiving their sovereign rights — as recent actions in the South China Sea would suggest — then China's rise could undermine the system that has served to foster an extraordinary run of peace and prosperity in this region for the last 25 years, with devastating consequences for the region, including Australia and the US.
But, the article goes on, it is a mistake for the U.S. to "assume" that this means all Aussies see the same threat level as some Americans do:
American officials frequently err, however, in assuming that the Australian defence community's views reflect a broader consensus in Australian society, or even the backbenches of parliament. As Rory Medcalf and James Brown noted in their Lowy Institute analysis in 2013, very few parliamentarians expressed much interest in defence policy. To the extent more do today, much of it seems to be motivated by rent-seeking in acquisitions. The Lowy Institute Poll last year showed that 77% of Australians see China as 'more of an economic partner to Australia' than 'a military threat.' Despite increased Chinese assertiveness over the previous few months, only 39% of Australians said they saw China as likely to be a military threat to Australia in 20 years, 9% fewer than the year before.

These views are particularly noticeable among elites in Australia's financial centres. The Wall Street Journal's editorial page seemed surprised to find former Prime Minister John Howard, 'sitting high above Sydney's sparkling harbor... [to be] cool when asked about China's maritime aggression in recent years.' But Howard reflects the sanguine view from executives in the office towers of Sydney and Melbourne, and among commercial elites in Australia's other capital cities.

In several corner suites, moreover, there is a concern, not that the Chinese leadership might be undermining the rules-based order, but that the US is recklessly raising tensions with China in a contest for regional primacy. This view holds that Australia's closeness to the US could pull it into a conflict that is not in Australia's interests. Such arguments overrate the risk of conflict between the US and China, and underrate the importance of the rules–based order to Australian prosperity. Some in the Australian defence community discourage their American counterparts from taking these arguments seriously, breezily declaring their proponents to be soft on China. But the Australians making them are not uninfluential.

Back to the Mostly Cold War? "Russian 'Arc Of Steel' From Arctic To Med" to Replace Rusted Out "Iron Curtain?"

Interesting read in the Navy Times US: Russia Building 'Arc Of Steel' From Arctic To Med
Ferguson described Russian activity on multiple fronts — reactivating Cold War military bases in the Arctic, reviving capabilities in the Baltic, and the recent deployment of ground, air and sea forces to Syria.

"This remilitarization of Russian security policy is evident by the construction of an arc of steel from the Arctic to the Mediterranean," Ferguson said. "Starting in their new Arctic bases, to Leningrad in the Baltic and Crimea in the Black Sea, Russia has introduced advanced air defense, cruise missile systems and new platforms.

"It is also building the capability to project power in the maritime domain. Their base in Syria now gives them the opportunity to do so in the Eastern Mediterranean.

"This is a sea denial strategy focused on NATO maritime forces. Their intent is to have the ability to hold at risk the maritime forces operating in these areas and thus deter NATO operations."

On land Russia could confront Black Sea countries, Ukraine, Poland and the Baltic nations of Latvia, Lithuania and Estonia. The sea frontiers form flanking areas that would support operations on the ground.
I think, when former Secretary of State Clinton had that idiotic "reset" button, the Russians took a different meaning (and perhaps the one set out in the mis-translated item) out of it.

The New Domino Theory: Assisting Ukraine May Cause Russia to Help China Take Control Over the South China Sea Region

Events thousands of miles away in Ukraine could set off a chain reaction that could see China become the undisputed ruler of this large body of water thanks to a large infusion of Russian weapons and technology— if the West starts arming Ukraine.

Imagine this scenario: The West decides that it is time to arm Ukraine. Russia decides it needs to strike back— and not just in Europe. President Putin pulls out his map of the globe and looks for a place where Russian power would best stick it to the United States. His eyes light up on the one area that could not only strengthen ties with a potential partner but do real damage to America’s efforts to “pivot” to that part of the world: the South China Sea.

While Russia might not be a superpower anymore, it does have the power to create lots of havoc for the United States and its allies all over the world. Such moves would then see the West again look to strike back at Moscow, creating a dangerous dynamic that would see the conditions ripe for a new Cold War that is in no ones national interest. This is all the more reason for all parties concerned when it comes to Ukraine to find a political settlement to the crisis.
So, under this new "domino theory" (for info on the old "domino theory" see here), the inter-connectedness of the former "communist" (read complete dictatorships) countries would allow Putin to "send a message" to the U.S. by agreeing to sell very modern arms to China, which can then use those to cement its position  as regional hegemonic demon over the South China Sea region. That is, unless, of course, the West agrees to cede all or part of Czechoslovakia Ukraine to Hitler Putin in some sort of "political settlement." We know from history how well such appeasement agreements have work out. See Munich Pact, for example.

However, the argument is that failure to give up bits and pieces of Ukraine will cause Putin to knock over a domino piece elsewhere, most specifically the China piece.

But, isn't China doing just fine without agreeing to buy more Russian equipment? What with stolen plans, weak sister neighbors and a somewhat flaccid U.S. response so far to it bullying and island grabs, what does it need Russia for?

If I were Putin and I was looking at arming China, I'd be worried about my resource rich eastern areas that are so very close to China and its
area of influence. A Chinese "invasion" of Siberia has been discussed for some time and also discounted (oddly, both linked articles look at demographics to make their cases).

Frankly, if the information on some number of Chinese emigrating to Siberia is true (and perhaps even if is not) Putin has, through his assertions of "protecting ethnic Russians" in his Ukraine push, provided the Chinese with an argument to take action in Siberia to protect "ethnic Chinese." I imagine someone in the U.S. world of think tanks might be looking at how a signal to the Chinese about such an action might be viewed by the West if Putin pushes harder in the west.

Further, there is this interesting look at U.S.-China relations from a former U.S. Seventh Fleet commander in this U.S. Naval Institute Proceedings opinion piece, "Storm Warnings?":
• According to The Washington Post , China has increased its use of oil at the average pace of 6–7 percent a year since 1990—more than 20 straight years! At this pace, the PRC will catch the U.S. rate of petroleum usage in just over 20 more years.

• By 2020, China is expected to import 7.3 million barrels of crude oil per day—one half of Saudi Arabia’s planned output, as reported in Foreign Affairs . By way of comparison, today the Chinese import 4.7 million barrels per day and the United States about 9.7 million.

• A recent article in the International Herald Tribune states the PRC is preparing to build three times as many nuclear power plants in the coming decade as the rest of the world. However, electrical demand is growing so rapidly in the PRC that even if that happens, they will generate only 9.7 percent of the country’s power.

• According to National Geographic Magazine , today China produces and consumes nearly one third of the world’s steel, more than long-time industrial powers Japan, Germany, and the United States combined.

• David Hale Global Economics indicates that China now consumes 25 percent of Australia’s exports, up from 12 percent just two years previously, and has invested $44 billion in Australia since 2007.

• According to the South China Morning Post , while the PRC accounts for more than 20 percent of the world’s population, it has only 7 percent of the world’s fresh water, and its vast system of 87,000 reservoirs is not in the best of shape; 43 percent are said to be in poor condition.

All of this is to say that China is facing serious natural-resource challenges, including the need to import an ever-increasing amount of raw materials.
VADM Crowder notes that these external resource dependencies would support a strong blue water navy to protect China's sea lines of communication.

Admiral Crowder makes several excellent points in the piece, not the least of which is the need for some plain speaking on the part of the U.S.:
In fact, if the United States were a lot more transparent about its concerns in the region with regard to China, it could probably reach a glide path that moves more toward cooperation than confrontation. But until the Chinese show us by their words, and more important, their deeds, that their naval buildup is not about coercing the nations of the region—particularly over resources—then we have to be capable of making such an outcome, quite simply, not worth the risk.

On the other hand, if there truly are vast resources of oil, gas, and iron just sitting outside China's border with Russia . . . and exploiting those resources would not require the use of vulnerable sea lanes . . . well, I suspect there are Chinese operation plans on just how grabbing a big chunk of Russia's "far east" might happen, especially if Putin gets Russian forces heavily engaged in the west.

The point is that while Putin might be tempted to tip some dominoes, he really needs to be very careful. The West/U.S. does not need to cede anything at all because it has its own domino strings to push.

"Soft Power" in Action: Saving generations in the fight against malaria

If there were a disease that affected over 200 million people annually and its most vulnerable populations were pregnant women and children under five years of age - of over 600,000 deaths, 80% (480,000) are children under 5 - wouldn't the fight against it be big news?

On last weekend's Midrats, I spoke with Tim Ziemer, coordinator of the President's Malaria Initiative about the important "soft power" effort of the U.S. to reduce the impact of malaria in Africa.

We struggle with so many other "wars" around the world - cyber war, jihad, drug cartels, human traffickers, local actual or wanna-be hegemons, international looney tunes (PDRK, anyone), etc - that it is easy to forget the great battles against diseases that have been fought in the past and those which are on-going. Measles, small pox and yellow fever are mostly gone (yellow fever now strikes about 200,000 a year, mostly in Africa). Tuberculosis still kills about 1.5 million a year, "Tuberculosis (TB) is second only to HIV/AIDS as the greatest killer worldwide due to a single infectious agent." But we are fighting them.

As RADM Ziemer says during our conversation, reducing the incidence of malaria frees up local medical services to deal with other issues and also frees up populations to engage in productive work to improve their lot in life. I think he said something like, "Malaria is a disease of poverty."

A recurrent question in the show chat room during the live broadcast was whether the U.S. was getting "credit" for pouring $4 billion into this fight against malaria? Without asking some of the people whose lives have changed (or been saved) as a result of theses efforts, how do we measure "credit"?

I am reminded of the Aesop's fable of the lion and the mouse:
A Lion lay asleep in the forest, his great head resting on his paws. A timid little Mouse came upon him unexpectedly, and in her fright and haste to get away, ran across the Lion's nose. Roused from his nap, the Lion laid his huge paw angrily on the tiny creature to kill her.

"Spare me!" begged the poor Mouse. "Please let me go and some day I will surely repay you."

The Lion was much amused to think that a Mouse could ever help him. But he was generous and finally let the Mouse go.

Some days later, while stalking his prey in the forest, the Lion was caught in the toils of a hunter's net. Unable to free himself, he filled the forest with his angry roaring. The Mouse knew the voice and quickly found the Lion struggling in the net. Running to one of the great ropes that bound him, she gnawed it until it parted, and soon the Lion was free.

"You laughed when I said I would repay you," said the Mouse. "Now you see that even a Mouse can help a Lion."

A kindness is never wasted.
 How much is sparing several generations from malaria worth down the road?

The U.S. taxpayers are not alone in this fight. The World Health Orgaization (WHO) (U.S. taxpayers also contribute heavily to WHO (about 20% of WHO funding) and private foundations (again, mostly American like Bill and Melinda Gates Foundation). The United Kingdom is a large contributor. China is a player - see here:
To combat malaria, drugs are of vital importance. When a delegation of senior African government officials visited a Shanghai-based pharmaceutical company in 2005, they called on Chinese companies to set up branches in Africa for medicine production. DihydroArtemisinin, or “Cotecxin,” was first developed by Beijing Holley-Cotec in 1993. It was approved by the World Health Organization (WHO) as an effective anti-malaria drug. In 1996, China’s Ministry of Health designated Cotecxin as the required medicine for CMTs. It is also chosen many times as aid materials to Africa, either by governments or pharmaceutical companies. Another important measure is the set-up of anti-malaria centers in Africa, a direct result of 2006 Summit.

Quick! Name 15 Hotspots for 2015

Okay, kids, here's America's newest fun game: "Name that 2015 Hotspot!"

The challenge is to pick 15 places which have the potential to become hell holes for their residents and which will involve the presence of U.S. military forces before the dust clears. Name a place and give a quick reason. The fact that a place is already a disaster does not exclude putting it on this list, but you do have to state why you think it will continue to be a troubled area. You can add places in the comments or send me an email and I'll tack them on the list. It is perfectly okay to challenge things on the list. In fact, it is encouraged. Got more than 15? That's okay, I had to use 15 to make it work with the year.

Contest ends whenever I say it does but no later than 6 January 2015. No prizes are to be awarded. Credit will be given to the most brilliant suggestions unless I steal them.

Here are 5 I came up with to get you started:

1) Nigeria: Potentially one of the richer countries in the world due to its mineral wealth, it suffers from incredible corruption and a nearly complete inability to get its house in order. Criminal gangs, tribal rifts, Boko Haram, pollution, grinding poverty, kidnap for ransom schemes are some of the issues. Just might turn into an even more failed state if it can't get its eastern area under control.

2) Cuba: As the former Soviet empire proved, there ain't no such thing as a "little freedom" for the oppressed masses. The Castro brothers have to die sometime, why not in 2015? With the right support from ex-patriot Cubans the place appears ready to - um- explode? Cuba seems to have lost all its old Commie sponsors. What will the U.S. do if China decides to help out 90 miles off the Florida coast?

3) Venezuela: Can you say failing state? A dysfunctional economy and an oppressive regime riddled with factionalism even in the army. There are opposition groups. Could get really messy, especially if oil prices stay down.

4) Russia: Putin needs a war to keep his power. Oil prices and the embargo (weak as it is) are killing the Russian economy. Somewhere in the Rodina there must be a crowd  of reformers who really want to toss off the corrupt oligarchs and their man in Moscow. I guess the questions are whether Putin's internal police are good enough to stifle freedom and whether the Russians who want to fix things can get any support among Russia's youth.

5) South China Sea: The nasty Dragon covets all that water and the power it would bring. Bullying, lawfare and playing good China/Bad China games are in the Dragon's bag of tools. The little Hobbit lands surrounding the South China Sea look to their east for support. Will/Can the U.S. and its allies help the Hobbits or do more dancing to push this problem off on the administration elected in 2016?

John Kerry, "My job is really, really hard" - Not like those folks in the past, when "The Cold War was Easy"

Remarkable. “The Cold War was easy compared to where we are today,” the secretary of State said Thursday . . .
Q: How does Afghanistan fit the strategic plan . . . ISIS . . . where does it fit . . .?
A. Well, it's very straightforward . . . and let me say to everybody that we're living . . . the Cold War was easy compared to where we are today . . . and the immediate post war . . .

Q. Is Putin trying to make it easy for you again, bringing it back?
A. I hope not.
So, the modern world - the world we live in today - is "very straightforward" but not "easy" like the olden time "Cold War" era. Clear enough for you?

No wonder we are wallowing in international affairs.

Another quote from Mr. Kerry:
So now, you have more countries with more economic power in a globalized world. … They're going to automatically react and say, Well, wait a minute, now. Do we really want the behemoth United States, superpower of the world, telling us all the time what we have to do?" Kerry said. "So you have to approach these things a little differently. It requires more diplomacy. It requires more dialogue. It requires more respect for people, more mutual interests."
Imagine the nerve of other countries thinking they have the right to manage their own matters, thus complicating U.S. foreign policy. Having to exercise more "diplomacy," don't you know. So much work dealing with India, Japan, South Korea and all those Europeans. But isn't that why we have a Secretary of State and all the minions in the State Department? Isn't this "complicated" world of free and economically stronger countries what we fought wars, both hot and cold for?

Isn't the main complicating factor now the combination of rogue states, including Russia, Iran and North Korea, and non-state forces like ISIS and al Queda? The former don't respond to diplomacy because . . . they know the threat force causes the dis-unified western nations to cave in and toss, say, Crimea and other chunks of Ukraine or Georgia off the sled to fend off the Russian wolves. And ISIS/AQ, being stateless but funded (in part) by states, know they have top cover so that diplomacy is a waste of time.

But where did our "nuance" in dealing with such bullies come from? Who pushed the "reset" button with Russia. Who drew quickly erased "red lines" in the sand? Who looks to cut a deal with Iran? Who decided to get out of Iraq without finishing the fight? Who announced "set in stone" withdrawal dates for troops in Afghanistan?

And, Mr. Interviewer - - - "Strategic plan?" What strategic plan would that be?

Killing ISIS?

Robert W. Merry at The National Interest writes, "America Must Destroy ISIS":
. . . ISIS represents an ominous threat to U.S. security if it is allowed to establish itself permanently as a state or quasistate in the heart of the Middle East. It’s easy to bemoan the tragic American foreign-policy folly of the past eleven years that has destabilized this crucial region and paved the way for this horrendous turn of events. But that doesn’t obviate the reality that those events now pose a serious threat to regional stability and the safety of the West and America.
Okay, suppose Mr. Merry has a case that we need to "bell the cat", but his answer of exactly how to accomplish the destruction of ISIS is . . . well, mouse-like:
 . . .[O]nce the decks have been cleared and a policy devised that is both coherent and comprehensive, the United States must move not just to thwart the ISIS menace, but to destroy it. It isn’t clear what that will take, but whatever it takes must be brought to bear.
Robin Simcox at the Foreign Affairs website has suggestions in, "Go Big or Go Home: Iraq Needs U.S. Ground Troops More Than Ever:
The U.S. government has set entirely understandable political goals for Iraq, but it has almost certainly chosen the wrong strategy for achieving them. Since the Iraqi city of Mosul fell to the extremist group Islamic State of Iraq and Syria (ISIS) in June, U.S. President Barack Obama has insisted that Iraq needs an inclusive government capable of winning support among not only the country’s Shia majority but also its Sunni minority. Obama also declared that the formation of such a government must precede any attempt to defeat ISIS. Washington’s current military intervention reflects that analysis: until Baghdad agrees to Washington’s political vision, the United States has declared that it will commit only to conducting limited air strikes -- that is to say, air strikes that are sufficient to halt the extremists’ progress but not to defeat them.

Washington’s strategy is backward. Any diplomatic leverage in Iraq would come from demonstrating that it can defeat ISIS. In other words, if the United States wants to influence the political situation in Iraq, it must first make itself an indispensable military player there.

If there is a consistent pattern in U.S. policy toward Iraq over the past several decades, it is that Washington can achieve significant diplomatic gains only if it is prepared to make significant military investments.

If Obama’s diplomatic goals are as significant as he claims, his military ambitions ought to match them. The United States should actively assume responsibility for decisively defeating ISIS. Needless to say, limited air strikes outside the northern Iraqi city of Erbil will not be sufficient to the task. Instead, the U.S. military should be actively ordered to attack ISIS positions in strongholds such as Mosul. The Iraqi air force has launched such attacks, but the United States’ military precision is greatly needed -- ISIS can be overthrown only if the Sunni civilian population agrees to support the mission, and that will happen only if civilian casualties are kept low.

Given their vast experience and world-class capabilities, U.S. special forces should be deployed to Iraq so that they can conduct counterterrorism operations, gather intelligence, and advise Iraqi forces. Washington should also extend military assistance to the Kurds in northern Iraq, and offer to provide their militias with the heavy military equipment they need to properly defend themselves. (Given that the Kurdish government is not a sovereign state, the provision of these arms may need to be organized by the CIA or other covert agencies rather than by the Pentagon.)

This mission would require a long-term commitment; in the absence of sustained attention and military force, terrorist networks tend to regenerate. It’s true that the mission would put the lives of U.S. troops in danger. But it’s the only military strategy that could accomplish a significant military goal -- namely, the decisive defeat of ISIS, a group that over the last decade has presented a clear threat to the West.

At the same site, Michael O"Hanlon offers up How to Win in Iraq: Why Air Strikes Might Not be Enough:
Although the president has been correct to use only limited airpower so far (even while warning that U.S. involvement in Iraq could last for months), he needs to avoid any sense of complacency that he can limit the United States’ role to modest actions taken several thousand feet up in the air. For now, the United States’ only realistic goal in Iraq is to prevent further ISIS advances. But ultimately, the collective aim of the United States, Iraq, and others in the region should be to fully push back the radical and brutal group, which is committed to the creation of a caliphate throughout much of the broader Middle East and even parts of Europe, and is willing to employ brutal tactics to achieve its aims. This group simply cannot be allowed to remain in power in large sections of Iraq and Syria indefinitely.

But then we come back to the difficult questions. After containing ISIS, the United States will need to consider what comes next -- how to help form a suitable government in Baghdad and assist it in expelling ISIS from cities such as Fallujah, Mosul, Ramadi, and Tikrit, where its legions have by now largely infiltrated civilian populations. And here, Obama needs to be fair to his critics and avoid suggesting that those in favor of doing more want to return to the Iraq mission of 2003–2011. In fact, there are many options in between an all-out use of U.S. combat forces and the limited measures employed in recent days.

The history of using limited airpower in wars like this one shows that a few pinpricks from the sky rarely make a difference on the ground.

One option is to deploy a significant number of special operations teams, well above the very modest number that may be in in the theater now as part of the detachments of several hundred U.S. planners sent to Iraq over the last month. But how many? If there are 10,000 dedicated ISIS fighters that U.S. and Iraqi units must ultimately remove from the battlefield, experience in Iraq and Afghanistan suggests that the U.S. and Iraqi units will need to conduct perhaps several thousand raids informed by good intelligence. Ideally, the United States would strike hard, fast, and early in any operation so that the enemy does not have time to adjust. To do that, it would need up to several dozen in-country commando teams (or those based in neighboring countries in some cases), making for a grand total of 1,000 to 5,000 U.S. troops. In all likelihood, such a mission would last perhaps several months at peak intensity. However, the United States need not take the lead on most such operations and need not continue them indefinitely.

The other option involves a type of military unit, developed in recent years in Afghanistan, called a Security Force Assistance Team. This is a small team of 10­–20 U.S. soldiers who are embedded at the small-unit level within indigenous forces. Since elements of the Iraqi army have, in some cases, already dissolved, such advisory teams -- which live with and deploy into the field with their counterparts -- could be crucial for rebuilding good tactics, unit cohesion, confidence in the leadership, and tenacity, as well as designating targets for air strikes. Assuming that such teams might be deployed with most of Iraq’s army battalions, and assuming roughly ten battalions per division, there could be a need for up to 100 such U.S. teams. Again, these would need to stay in Iraq for a period of several months to perhaps one or two years.
Foreign Policy's website has its doubters about the "commitment" of this administration to keeps U.S. troops out of combat in Iraq against ISIS, as set out in Gordon Lubold's "Obama Pledge to Keep Troops Out of Combat May Fall Flat":
James Dubik, a retired Army three-star general who commanded U.S. forces in Mosul, said it's hard to square the administration's words when it comes to defining the U.S. mission there without accepting that U.S. forces are in combat. "Pretty narrow splitting of hairs," he said in an email.
I suspect someone will have to tell those folks on the ground in Iraq and the pilots flying missions over the country that it's not "combat" if the Administration says it isn't.

But there is that other thing that this Administration keeps forgetting - telling the other side that you are not really going to go to war with them or stay the course if you do get involved just allows the "bad guys" the comfort of knowing that you are, as the Chinese used to refer to the U.S. back in the Cold War days, a "paper tiger" whose words are ". . . full of sound and fury, Signifying nothing." Or to go back to the Foreign Policy piece:
Breen, who left the Army in 2006 and believes fighting IS is in the nation's security interests, said the White House is sending dual messages while trying to avoid acknowledging that American military personnel are operating in a war zone.

"Attempting to convey to the American people that this is an operation that is limited in its goals and limited in its scope, unfortunately conveys something to [IS] and others in the region that is not helpful," he said.
As we say in the South, "it's time to fish or cut bait" for this Administration.

They have the tools if they need them.

A Good Start to a Debate on Geopolitics

A couple of heavies fire broadsides in a discussion of geopolitics at Foreign Affairs:

First, Walter Russell Mead 's The Return of Geopolitics:
But Westerners should never have expected old-fashioned geopolitics to go away. They did so only because they fundamentally misread what the collapse of the Soviet Union meant: the ideological triumph of liberal capitalist democracy over communism, not the obsolescence of hard power.

Second, a reply from G. John Ikenberry in his The Illusion of Geopolitics: The Enduring Power of the Liberal Order:
But Mead’s alarmism is based on a colossal misreading of modern power realities. It is a misreading of the logic and character of the existing world order, which is more stable and expansive than Mead depicts, leading him to overestimate the ability of the “axis of weevils” to undermine it. And it is a misreading of China and Russia, which are not full-scale revisionist powers but part-time spoilers at best, as suspicious of each other as they are of the outside world.

Energy: "New Gas Extraction Methods Alter Global Balance of Power"

Yes, this is another post on the importance of U.S. shale gas. For those of you unfamiliar with shale gas, a good source of information is at the U.S. Energy Information Administration's "What is shale gas and why is it important?":
Of the natural gas consumed in the United States in 2011, about 95% was produced domestically; thus, the supply of natural gas is not as dependent on foreign producers as is the supply of crude oil, and the delivery system is less subject to interruption. The availability of large quantities of shale gas should enable the United States to consume a predominantly domestic supply of gas for many years and produce more natural gas than it consumes.

So what, you might ask? Well, there are huge national and international security issues involved, as set out a couple of month's ago in Der Spiegel, "New Gas Extraction Methods Alter Global Balance of Power":
The gas revolution is changing the political balance of power all over the world. Americans and Russians have waged wars, and they have propped up or toppled regimes, over oil and gas. When the flows of energy change, the strategic and military calculations of the major powers do as well.

It is still unclear who the winners and losers will be. The Chinese and the Argentines also have enormous shale gas reserves. Experts believe that Poland, France and Germany have significant resources, although no one knows exactly how significant. Outside the United States, extraction is still in its infancy.

The outlines of a changed world order are already emerging in the simulations of geo-strategists. They show that the United States will benefit the most from the development of shale gas and oil resources. A study by Germany's foreign intelligence agency, the BND, concludes that Washington's discretionary power in foreign and security policy will increase substantially as a result of the country's new energy riches.

According to the BND study, the political threat potential of oil producers like Iran will decline. Optimists assume that, in about 15 years, the United States will no longer have to send any aircraft carriers to the Persian Gulf to guarantee that oil tankers can pass unhindered through the Strait of Hormuz, still the most important energy bottleneck in the world.

The Russians could be on the losing end of the stick. The power of President Vladimir Putin is based primarily on oil and gas revenues. If energy prices decline in the long term, bringing down Russian revenues from the energy sector, Putin's grip on power could begin to falter. The Americans' sudden oil and gas riches are also not very good news for authoritarian regimes in the Middle East.

European industry is also likely to benefit from falling world market prices for oil and gas. But according to prognoses, without domestic extraction the Europeans' site-specific advantages deteriorate.(emphasis added)

China and the Obama Pacific Front

The revised United States Pacific approach, as announced by President Obama in his recent Remarks By President Obama to the Australian Parliament sounds tough and reassuring to our allies in the region:
Our new focus on this region reflects a fundamental truth -- the United States has been, and always will be, a Pacific nation. Asian immigrants helped build America, and millions of American families, including my own, cherish our ties to this region. From the bombing of Darwin to the liberation of Pacific islands, from the rice paddies of Southeast Asia to a cold Korean Peninsula, generations of Americans have served here, and died here -- so democracies could take root; so economic miracles could lift hundreds of millions to prosperity. Americans have bled with you for this progress, and we will not allow it -- we will never allow it to be reversed.

Here, we see the future. As the world’s fastest-growing region -- and home to more than half the global economy -- the Asia Pacific is critical to achieving my highest priority, and that's creating jobs and opportunity for the American people. With most of the world’s nuclear power and some half of humanity, Asia will largely define whether the century ahead will be marked by conflict or cooperation, needless suffering or human progress.

As President, I have, therefore, made a deliberate and strategic decision -- as a Pacific nation, the United States will play a larger and long-term role in shaping this region and its future, by upholding core principles and in close partnership with our allies and friends.

Let me tell you what this means. First, we seek security, which is the foundation of peace and prosperity. We stand for an international order in which the rights and responsibilities of all nations and all people are upheld. Where international law and norms are enforced. Where commerce and freedom of navigation are not impeded. Where emerging powers contribute to regional security, and where disagreements are resolved peacefully. That's the future that we seek.

My guidance is clear. As we plan and budget for the future, we will allocate the resources necessary to maintain our strong military presence in this region. We will preserve our unique ability to project power and deter threats to peace. We will keep our commitments, including our treaty obligations to allies like Australia. And we will constantly strengthen our capabilities to meet the needs of the 21st century. Our enduring interests in the region demand our enduring presence in the region. The United States is a Pacific power, and we are here to stay.
Okay, so far, so good. This speech and all the diplomatic stuff that goes with it, helps to stiffen the spines of our allies. Australia, "rejects China concerns on Australia-US ties," the Philippines, a treaty ally of the U.S. says,
The U.S. presence “bolsters our ability to assert our sovereignty over certain areas,” Ricky Carandang, a spokesman for Philippines President Benigno Aquino, said Nov. 17.
China is reported to be taking two routes. First, it "plays down" freedom of navigation issues in the South China Sea while promising soft power as a counter to the U.S.:
China is “soft-talking to prevent more members of the Association of Southeast Asian Nations from joining the Washington-led containment policy,” Willy Wo-Lap Lam, an adjunct history professor at the Chinese University of Hong Kong, said by e-mail. “Placatory gestures are being bolstered by dollar diplomacy: More developmental and infrastructure aid will be pouring into Asean countries, particularly those that have not fallen for America’s siren song.”

China is seeking to reassure countries in the region after its moves to assert sovereignty in waters that may contain oil and gas reserves provided Obama an opening to expand strategic ties in Asia. Over the course of a nine-day Asia-Pacific trip that began Nov. 11 in Hawaii, the president announced plans to advance regional trade talks that don’t include China and called on leaders of the world’s second largest economy to “play by the rules.”

Second, reportedly China's fury building over Obama's new Asia policy:
Chinese scholars and commentators lashed out with barely repressed anger at President Obama's trip to Asia, complaining that his efforts to shore up U.S. influence in Asia were by implication aimed at containing China.

"The United States has alienated 1 billion Chinese. It's not smart public diplomacy," Shen Dingli, a professor of American studies at Shanghai's Fudan University, said Monday.

The English-language China Daily in its lead editorial on Monday accused the United States of "scaremongering" over the perceived threat of China's rise and a signed Op-Ed article on Sunday declared, "East Asia not U.S. playground."

"The aim of America's strategic move east is in fact to pin down and contain China and counterbalance China's development," echoed Jiefang Daily, a Chinese-language version of the official Xinhua news agency, in a commentary on Sunday.
Now, here comes this odd little kicker to the President's strong talk from a meeting with the Chinese Prime Minister, after all the other strong talk:
US officials have praised China's attitude on South China Sea territorial disputes after talks between Chinese Prime Minister Wen Jiabao and President Barack Obama.

The meeting came after spats between Beijing and Washington over trade, currency and territorial rights in the South China Sea.

The sea holds potentially vast reserves of oil and gas, and is an important shipping route.

China lays claim to the whole of the sea, while other South East Asian nations claim parts of it.

US National Security Adviser Tom Donilon said the "informal meeting" between Mr Obama and Mr Wen focused mainly on economic issues.

He said the two leaders discussed "specific issues around business practices" as well as Chinese currency controls.

Mr Donilon said the United States did not have a view on sovereignty on the South China Sea, but wanted to see shipping lanes remain open.

"We don't have a claim, we don't take sides in the claims, but we do as a global maritime power have an interest in seeing these principles applied broadly," he said.
Take a look at the maps. They both mark the Chinese South China Sea claims and the color map, in addition, marks the claims of those of the South China Sea littoral nations, including the very allies which Mr. Obama promised to support, including the Philippines, our "treaty ally" so comforted by the earlier speeches.

How the National Security Adviser can say, "We don't have a claim, we don't take sides in the claims . . ." is beyond me.

Those are the sort of words that lead to the invasion of South Korea 61 years ago. If we are drawing a line in the sands of the Pacific, it has to be a much firmer line than that.

"Pakistan Sucks," Says a NY Times Op-Ed and "It's all America's fault."

Yes, well, ignore billions of dollars of U.S. Aid humanitarian aid poured into the sink hole that is Pakistan and in the midst of a flood, blame the Americans for a failing state, and you have an NY Times op-ed piece by Ali Sethi "Pakistan, Drowning in Neglect":
“That is not advisable,” he said. There were soldiers on the highway, and they wouldn’t want to be on camera. What were soldiers doing on the highway?

The answer came in evasive, fragmented sentences: there was an airbase on the Sindhi side of the highway. This was where the military’s newest F-16 fighter jets were parked. But local residents believed that the base also housed the notorious American drones used to kill Islamist militants in the mountains. If true, this meant that the military was getting tens of millions of dollars a year in exchange, none of which trickled down to the local population.

But there is at least one other way of looking at the country revealed by this natural disaster. This is a place where peasants drown in rice fields they don’t own, where mud-and-brick villages are submerged to save slightly less expendable towns, and where dying villages stand next to airbases housing the most sophisticated fighter jets in the world. Such a country is owed more than just aid, it is owed nothing less than reparations from all those who preside over its soil.

This includes politicians and bureaucrats, who are already being brought to account by a rambunctious electronic media, but also an unaccountably powerful military and its constant American financiers, who together stand to lose the most when the next wave comes.
How much aid? How about $17 billion dollars from FY 2002 to FY2011.

President Obama authorized $7.9 billion in October 2009.

Was some of this money spent to further U.S. interests?

I sure as hell hope so.

We are, after all, a country and not a charity.

Even with that, which country has hundreds of members of its military engaged in difficult rescue missions? Who will match the following (as of 16 Aug - I'm sure the totals are higher now)?
WASHINGTON, Aug. 16, 2010 – Four U.S. Marine Corps CH-46 Sea Knight helicopters arrived today and U.S. Air Force C-130 cargo aircraft began transporting international aid within Pakistan as part of the continued U.S. humanitarian assistance in support of flood relief from the monsoon floods.

The four helicopters are part of the contingent of 19 helicopters urgently ordered to Pakistan last week by Defense Secretary Robert M. Gates. They bring to 11 the total number of U.S. military aircraft in Pakistan.

Meanwhile, two Air Force C-130 aircraft from the 455th Air Expeditionary Wing in Afghanistan flew to the Pakistani air force base Chaklala in Rawalpindi this morning in response to a Pakistani government request to pick up and transport international relief supplies stored there for delivery to flood-stricken areas. These flights are scheduled to continue daily to assist with getting out urgently needed relief supplies. An estimated 52,000 pounds of relief supplies were delivered today to Sukkur for distribution by Pakistani government and military authorities.

To date, the United States has pledged to provide about $76 million in assistance to flood-affected populations in Pakistan. Support includes both financial assistance and the immediate provision of urgently needed supplies and services, drawing on unique U.S. capabilities and resources.

U.S. military helicopters have rescued 3,555 people and transported 436,340 pounds of emergency relief supplies in spite of bad weather. In addition, within 36 hours of the initial flooding on July 29, the United States began delivering thousands of packaged meals to Pakistan from U.S. stocks in Afghanistan and elsewhere in the region. In all, 436,944 meals that conform with Islamic law were provided to civilian and military officials in Pakistan for distribution to Pakistanis in need.

Two shipments of heavy-duty, waterproof plastic sheeting to be used in construction of temporary dry shelter arrived in Karachi over the past two days. The 770 rolls bring the number of sheeting materials rolls brought to Pakistan to 1,870, an amount expected to help in providing shelter for 112,000 people. Some 14,000 blankets were brought along with the sheeting last week.

“Our experience has shown that plastic sheeting is urgently needed for temporary shelters, and we know it is urgently needed in Sindh as the flood waters continue to move south,” said U.S. Ambassador to Pakistan Anne Patterson. “It will be supplied along with locally purchased materials that can be easily moved when people are able to return home.”

The sheeting material will provide dry shelter for 46,800 people in Sindh province. The cargo is immediately being sent to a logistics hub in Sindh and will be distributed by local and international organizations.

Other U.S. contributions to date include:

-- A month’s emergency food rations to more than 307,000 people through a partnership with the World Food Program.

-- About $11.25 million for the United Nations Refugee Agency, $5 million for the International Committee of the Red Cross, $3 million to the World Health Organization and $4.1 million for Save the Children.

-- A total of 436,944 meals delivered to civilian and military officials in Pakistan within 36 hours of the initial flooding via U.S. Air Force airlift, a contribution of about $3.7 million.

-- Emergency relief items totaling about $4 million delivered to the National Disaster Management Authority. The items include: 18 Zodiac rescue boats, six water filtration units, 10 water storage bladders, 30 concrete-cutting saws and 12 pre-fabricated steel bridges. A 25-kilowatt generator was provided to the Frontier Scouts-KPk to support their flood relief efforts.

Let's turn the question back to the internal politics of Pakistan:
"Why did not Pakistan invest in more flood control instead of nuclear weapons?" After all, floods have happened for years:
Yet, little attention has been focused on why the flood and other natural hazards that have struck Pakistan have done so much damage. Pakistan has suffered from earthquakes, droughts and floods in recent years. In each case, the cost in terms of human life, suffering and material damage has been magnified by the country’s underdeveloped physical and social infrastructure. Previously, floods occurred in 1950, 1970, 1975, 1982, 1992 and 1993, washing away homes, crops, livestock, roads, schools and clinics. Mercifully, the extensive system of dams, embankments and canals—partly built with U.S. foreign assistance in the 1960s—has permitted some management of the downstream water flow, but this system was overwhelmed by the magnitude of the current flood.  (emphasis added)
I guess, though, to follow the popular phrase, "it would have been worse" without that aid from the 1960s. And, it also follows that if the Americans are willing to pay for flood control, that frees up Pakistani money for things like developing nuclear weapons technology.

Oh, wait, there was a disruption in aid to Pakistan?
But actual U.S. development assistance to Pakistan has been minimal since the large aid programs of the 1960s and early 1970s (the hey-day of the U.S.-Pakistan relationship). At that time, U.S. development assistance helped build roads, power stations and a vibrant agricultural economy. Since then, Pakistan has seen little cash for development projects from the United States.
Let's see, the liberal Brooking Institute couldn't bring itself to identify why the aid dropped, but I will (with the help of Wikipedia):
On the surface as well, Carter's diplomatic policies towards Pakistan in particular changed drastically. The administration had cut off financial aid to the country in early 1979 when religious fundamentalists, encouraged by the prevailing Islamist military dictatorship over Pakistan, burnt down a US Embassy based there. The international stake in Pakistan, however, had greatly increased with the Soviet invasion of Afghanistan. The then-President of Pakistan, General Muhammad Zia-ul-Haq, was offered 400 million dollars to subsidize the anti-communist Mujahideen in Afghanistan by Carter. General Zia declined the offer as insufficient, famously declaring it to be "peanuts"; and the U.S. was forced to step up aid to Pakistan. (emphasis added)
Of course, there was that "Symington Amendment" thingie:
The Symington Amendment (to the aforementioned Foreign Assistance Act) prohibits delivering or receiving economic assistance and military aid unless the President certifies that Pakistan has not obtained any nuclear-enriched material. The Glenn Amendment requires the termination of U.S. government economic assistance and military transfers due to Pakistan's testing of a nuclear device in 1998 (this applies to India as well). It also prohibits U.S. support for non-Basic Human Needs lending at the International Financial Institutes. The Pressler Amendment calls for sanctions on government to government military sales and new economic assistance unless the President certifies that Pakistan does not possess a nuclear device.
The Symington Amendment was first activated against Pakistan in 1979 because of Pakistan's importation of equipment for the Kahuta uranium-enrichment facility, a facility which is not subject to IAEA safeguards. However, the Soviet invasion of Afghansitan in 1979 led to a shift in U.S. proliferation policies towards Pakistan, and in 1981 Congress waived the Symington Amendment, citing national security concerns.
Until 1990, the United States provided military aid to Pakistan to modernize its conventional defensive capability. During this period the U.S. allocated about 40% of its assistance package to non-reimbursable credits for military purchases, the third largest program behind Israel and Egypt. The remainder of the aid program was devoted to economic assistance.

Soon after the Soviets left Afghanistan in 1989, in 1990 the Bush I Administration declined to make the certification that Pakistan does "not possess a nuclear explosive device and that the proposed U.S. assistance program will significantly reduce the risk that Pakistan will possess a nuclear explosive device." As a result the Pressler Amendment went into effect against Pakistan, ending all government to government military sales to Pakistan.

Speaking of Pakistan's "friends," how about explaining The Pakistan Taliban has threatened to attack foreign aid workers hampering efforts to get relief to the eight million people affected by the flooding?

In the meantime, forgive my lack of sympathy for the picture painted by Ali Sethi. Some beds you make all on your own.

Foreign Affairs" "No clue on what ’model partnership’ means"

From a Turkish newspaper: No clue on what ’model partnership’ means:
Turkey is uncertain what the U.S. president referred to when describing the relationship as a ’model partnership.’ The Foreign Ministry penned a wide-ranging memo on the outcomes of Obama’s visit that stated ’no information on the substance of a model partnership’

No clue on what ’model partnership’ means Turkey is still uncertain to what U.S. President Barack Obama referred to when he described relations between Turkey and the United States as a "model partnership."

The Foreign Ministry has just completed a broad memo on the outcomes of Obama’s visit to Turkey on April 6 and 7, after analyzing the full records of his meetings with President Abdullah Gül and Prime Minister Recep Tayyip ErdoÄŸan. One interesting point is that Obama did not actually use "model partnership" during the talks but mentioned it in the joint press conference with Gül. American diplomats both in Ankara and Washington prefer to use the concept of "strategic partnership," according to the memo. It also noted "there was no information on the substance of a model partnership."
Well,it sounds so cool who cares what what it means...sort of like “A New Foundation.”...
