Orlando Terrorist 911 Transcripts Now Released in an Unredacted Form

Apparently there was a sudden outbreak of common sense in the administration and FBI, DOJ release new, full transcript of Orlando shooter's 911 call
An earlier version of the transcript had deleted the word “Islamic State” and the name of ISIS leader “Abu Bakr al-Baghdadi.” Omar Mateen made the 50-second 911 call in which he claimed responsibility for the assault and pledged allegiance to the terror organization's chief at 2:35 a.m., more than a half hour into the June 12 slaughter at gay nightclub Pulse.

“I pledge allegiance to Abu Bakr al-Baghdadi may God protect him [in Arabic], on behalf of the Islamic State,” Mateen says on the new transcript.

The old version had several words scrubbed and read: "I pledge allegiance to [omitted] may God protect him [in Arabic], on behalf of [omitted]."

House Speaker Paul Ryan, R-Wis., called the earlier decision by DOJ and the FBI to release only a partial transcript "preposterous."

"We know the shooter was a radical Islamist extremist inspired by ISIS," Ryan said in a statement. "We also know he intentionally targeted the LGBT community. The administration should release the full, unredacted transcript so the public is clear-eyed about who did this, and why."

Before the Redaction: Early Reports on the Orlando Terrorist's Content of Phone Calls to the 911 Operator

Orlando nightclub shooter Omar Mateen mentioned Boston bombers in 911 call:
Statement from Mass. State Police:

"During a conference call with federal law enforcement officials a short time ago, Massachusetts State Police and other local law enforcement authorities learned that the Orlando nightclub gunman, during his rampage, pledged allegiance to ISIS and referenced the Tsarnaev brothers, the terrorists who exploded bombs at the 2013 Boston Marathon. In light of that information, the Commonwealth Fusion Center continues to share information and intelligence with federal authorities investigating the Orlando terrorist act as well as with police assigned to the Boston Regional Intelligence Center.

"As previously stated, the names of the gunman and his wife did not appear in any databases of potential terrorist suspects maintained by local authorities; however, law enforcement agencies in Massachusetts continue to work with federal authorities to learn more about the nature of the statement about the Tsarnaev brothers attributed to the Orlando terrorist.

"No further information is available at this time."
Orlando Gunman Omar Mateen Called 911 From Bathroom, Says House Intelligence Panel's Rep. Schiff : NPR
SCHIFF: Well, we had a number of briefings from the FBI over the last couple days. He was interviewed both, I guess, in 2013 and 2014 on the basis of concerning statements he made to co-workers. The FBI evidently ran down those statements and those leads - was not able to develop the evidence to bring some kind of a charge of material support for terrorism or any conspiracy case. And this is the reality, the FBI fans out across the country when people do see something and say something. But it doesn't always result in the bringing of charges. And it's simply not enough when people express even very offensive views, very radical views if there's no evidence that they're acting to effectuate them to bring about the violence.

I think the FBI director will address this probably later today. And certainly we're going to be scouring over those files again to see were there some things that were missed, some steps that could've been taken. But there's often going to be the case where people known to us...

INSKEEP: Right.

SCHIFF: ...That are a matter of concern are not apprehended - can't be apprehended and go on to commit acts of violence.

INSKEEP: OK. Two questions based on the briefings you received. This is a man who during the incident we're told - our justice correspondent Carrie Johnson who's with us in the studios confirms to us that he made a 911 call. He in some manner pledged allegiance to ISIS, we're told, during the attack. First, based on your briefings, do you know that that's actually what he did? Do you have any idea of how he worded it on that 911 call?

SCHIFF: Well, what my understanding is that he did call 911. It sounds from the press conference as well today that was during the period where he was holed up in the bathroom with hostages. And during that call, my understanding is that he pledged allegiance to Baghdadi and to ISIS.

INSKEEP: Oh, the caliph. OK.
Significance of Orlando gunman calling 911 during standoff:
The FBI said investigators are following up on about 100 leads in the Orlando attack that killed 50 people, including the gunman, Omar Mateen. It is the deadliest mass shooting in U.S. history.

The 29-year-old shooter opened fire around 2 a.m. ET at Pulse, a nightclub that's described itself as Orlando's hottest gay bar. He called 911 during his nearly three-hour standoff with the police, holding several hostages and pledging allegiance to the Islamic State of Iraq and Syria (ISIS).
Orlando shooting survivor: I can still hear everybody yelling, gunshots firing
"I think that's very significant because ISIS tells its followers that they must pledge bayat, they must pledge allegiance to ISIS before they die. We saw that in San Bernardino, and now we've seen it here," former CIA deputy director and CBS News senior security contributor Michael Morell said Monday on "CBS This Morning." "So I think it's very important because it shows that he was in touch with that ISIS messaging."
Orlando Nightclub Attack: What We Know:
President Obama says it appears Omar Mateen was radicalized by extremist propaganda disseminated on the Internet. Here’s an excerpt from his remarks at the White House made after he received a security briefing:

We’re still at the preliminary stages of the investigation, and there’s a lot more that we have to learn. The one thing that we can say is that this is being treated as a terrorist investigation. It appears that the shooter was inspired by various extremist information that was disseminated on the Internet. All those materials are currently being searched, exploited so we can have a better sense of the pathway that the killer took in making a decision to launch this attack. … At this stage, we see no clear evidence that he was directed externally. It does appear that at the last minute he pronounced allegiance to ISIL, but there’s no evidence so far that he was, in fact, directed by ISIL, and there are also, at this stage, no direct evidence that he was part of a larger plot. In that sense, it appears to be similar to what we saw in San Bernardino, but we don’t yet know. (emphasis added to President Obama's own words)
I don't know why the FBI decided to close the corral gate after the cattle have left by redacting the comments of this terrorist, but if it's to prevent word getting out that this was an act by an ISIS devotee, I think it's just a little late.

On the Deaths of the Members of the French Humor Magazine

History teaches us things - not the least of which is that attempts by people who fear ideas to squelch differing opinions and especially to squash those who would poke fun at their ideas are founded in the weakness of those ideas.

As previously set out here, whether the tyranny is in one man - like Hitler, Stalin or Mao - or in a mob, these thugs are terrified of ideas. Ideas that threaten their comfort zones.

Evidence? The killings at Charlie Hebdo:
In the latest attack, terrorists armed with guns and shouting "Allahu akbar" murdered several of the publication's staff and two police officers at its Paris office. At the time of publication, the terrorists are still on the run.
Pertinent thoughts from a previous fight against fascism:
They are afraid of words and thoughts; words spoken abroad, thoughts stirring at home — all the more powerful because forbidden — terrify them. A little mouse of thought appears in the room, and even the mightiest potentates are thrown into panic. They make frantic efforts to bar our thoughts and words; they are afraid of the workings of the human mind.
Winston Churchill, in "The Defence of Freedom and Peace (The Lights are Going Out)", radio broadcast to the United States and to London (16 October 1938)
When any government, or any church for that matter, undertakes to say to its subjects, This you may not read, this you must not see, this you are forbidden to know, the end result is tyranny and oppression no matter how holy the motives.

Robert A. Heinlein
And when a radical element of a religion undertakes to control those who are not its members?

Welcome to the 15th Century.

Ecuador: Another Al Qaeda Enabler?

Interesting post on how Ecaudor's new "open immigration" policy may pose a risk to the U.S. and Canada at "How Ecuador's immigration policy helps al Qaeda" at Shadow Government:
The government of Ecuador has once again crossed the line between irresponsible policies and ideologically driven actions that have created a serious security problem not only for its citizens but also for the entire Western Hemisphere. The disarray created in Ecuador's immigration policy has permitted transnational criminal organizations and terrorist groups -- possibly including al Qaeda -- to potentially use the country as a base of operations with the ultimate objective of harming the United States.
***
While there is no evidence to show that the Correa government established the policy of "open borders" in an effort to attract criminal organizations, that has been the result. On the other hand, there is no evidence of Correa wanting to stem the flow. These examples show how Rafael Correa's Ecuador is becoming a failed state, hosting all sorts of dangerous actors. They also help to understand the context in which various financial, commercial, and energy agreements are being developed by Ecuador with the governments of Iran, Cuba, and Venezuela.

Maritime Security: Shipping Container Bomb Threat

Journal of Commerce reports "Terror Suspect Sought Container Bomb Attack":
An al Qaeda operative and one-time New York City travel agent sought to use his expertise in shipping to smuggle biological and nuclear weapons into the United States in ocean containers, according to leaked documents disclosed by Wikileaks.

The documents identify the suspect as Saifullah Paracha, a 63-year-old Pakistani businessman who worked in New York and is now held at the U.S. military prison at Guantanamo Bay.

The file on Paracha, whose son is serving a 30-year prison term in the U.S. on terrorism-related charges, identifies him as a member of a small group that supported Khalid Sheikh Mohammed, the planner behind the September 11 terror attacks. Paracha was part of an al Qaeda terror network that sought to launch new attacks in the United States after September 11, according to reports on the Wikileaks documents by The New York Times.

A Shippping Container Full of Explosives

I wonder if anyone will come forward and claim the contents of a shipping container of explosives now being held by the Italian police?:
Italian police have seized seven tons of the powerful RDX explosive which they found in a shipping container they believe were likely destined for a terrorist organization.

While the origin and destination of the contraband is still being investigated, police are convinced the huge amount of explosive was in transit, possibly from Iran to Syria.
Probably not.

Islamabad Bomb

Hat tip to Consul at Arms - This post at The Skeptical Bureaucrat: Islamabad Mariott Hotel Bombing has video and thoughts about how much worse it could have been, which also tends to point out that good preparation can thwart, up to a point, terrorist acts.

UPDATE: TSB has before and after photos here.

When picking out a room at such a hotel, you might choose one away from the entrance...

The trouble down South American way

The Wall Street Journal's The FARC Files is a very good piece on the mischief Hugo Chavez and his pals are up to - financed by oil and drug money:
Colombia's precision air strike 10 days ago, on a guerrilla camp across the border in Ecuador, killed rebel leader Raúl Reyes. That was big. But the capture of his computer may turn out to be a far more important development in Colombia's struggle to preserve its democracy.

Reyes was the No. 2 leader of the Revolutionary Armed Forces of Colombia, or FARC, which has been at war with the Colombian government for more than four decades. His violent demise is a fitting end to a life devoted to masterminding atrocities against civilians. But the computer records expose new details of the terrorist strategy to bring down the government of Colombian President Álvaro Uribe, including a far greater degree of collaboration between the FARC and four Latin heads of government than had been previously known. In addition to Venezuelan President Hugo Chávez, they are President Rafael Correa of Ecuador, Nicaragua's President Daniel Ortega and Bolivian President Evo Morales.
***
Sure enough, when the Colombian national police retrieved Reyes's body from Ecuador, it also brought back several computers from the camp. Documents on those laptops show that Mr. Chávez and Reyes were not only ideological comrades, but also business partners and political allies in the effort to wrest power from Mr. Uribe.

The tactical discussions found in the documents are hair-raising enough. They show that the FARC busies itself with securing arms and explosives, selling cocaine, and otherwise financing its terrorism operations through crime. In a memo last month, for example, a rebel leader discussed the FARC's efforts to secure 50 kilos of uranium, which it hoped to sell to generate income. In the same note, there is a reference to "a man who supplies me material for the explosive we are preparing, his name is Belisario and he lives in Bogotá . . ."

Though it is far from clear, Colombian national police speculated from this that a dirty bomb could be in the making. An April 2007 letter to the FARC secretariat lays out the terrorists' effort to acquire missiles from Lebanon. When Viktor Bout, allegedly one of the world's most notorious arms traffickers, was arrested in Thailand on Thursday, the Spanish-language press reported that he was located thanks to the Reyes computer files.

The maneuvers of thugs seeking power are no surprise. The more significant revelation is the relationship between the FARC and Mr. Chávez, Mr. Correa, Mr. Morales and Mr. Ortega. All four, it turns out, support FARC violence and treachery against Mr. Uribe.

According to the documents, Mr. Chávez's friendship with the FARC dates back at least as far as 1992, when he was in jail for an attempted coup d'etat in Venezuela and the FARC sent him $150,000. Now he is returning the favor, by financing the terrorist group with perhaps as much as $300 million. But money is the least important of the Chávez gifts. He is also using his presidential credentials on behalf of the FARC.
