Piracy and Armed Robbery at Sea Has Not Gone Away

It's been too long since I last reported on the work of the ICC-IMB Piracy Reporting Centre which produces the "Live Piracy Map" and maintains a database of attacks which culminates in their Annual Piracy Report. Here's a summary for 2023:

The patterns are nearly the same as those that preceded the explosion of piracy off Somalia. The reasons remain the same - pirates/sea robbers attack where the ships are.

The Piracy Reporting Centre is to be commended in their effort to keep the issues involving attacks on shipping and merchant mariners in the public eye.

Italian Navy Thwarts Potential Gulf of Guinea Pirate Attack

U.S. Navy Office of Naval Intelligence Worldwide Threat to Shipping (WTS) Report 25 October - 23 November 2016 and NATO Ending Indian Ocean Counter-Piracy Operations

In addition to the information in the following ONI report, it is of interest that Voice of America reports NATO has announced that it is ending its counter-piracy operations in the Indian Ocean:
NATO has ended Operation Ocean Shield after a sharp drop-off in attacks by Somali pirates.

The Royal Danish Air Force carried out the last Indian Ocean surveillance missions for NATO.

The NATO operation had been one part of a highly successful coordinated international response to the threat of piracy that also included the European Union, the United States and other independent nations.

During its peak, piracy off the Horn of Africa had an economic impact of $7 billion, with more than 1,000 hostages taken. There hasn’t been a successful piracy attack since 2012, down from more than 30 ships at the peak in 2010-11. The NATO planes flew from the Seychelles.

NATO is now shifting resources to deterring Russia in the Black Sea and people smugglers in the Mediterranean.

NATO's spokesman Dylan White said in a statement that the global security environment had changed dramatically in the last few years and that NATO navies had adapted with it.

After more than a decade of NATO-led operations far beyond its borders, the military alliance is shifting its focus to deter Russia in the east, following Moscow's 2014 annexation of Ukraine's Crimea peninsula.
According to NATO, operations will cease on 15 December 2016.

Malacca Straits and South China Sea Piracy: Combined Indonesia, Malaysia, Singapore patrols?

The navies of littoral states Indonesia, Malaysia, and Singapore are in talks to extend joint patrols to the lower reaches of South China Sea in a bid to curb piracy.

Rear Admiral Lai Chung Han, chief of the Republic of Singapore Navy (RSN), highlighted some of the challenges in conducting these joint patrols such as competing territorial claims in these waters.

"There is concern with the proximity to the contested claims of South China Sea, and we certainly don't want those issues to be conflated. We are very focused on dealing with the piracy situation and none of us really benefit from letting this situation fester," said Rear Adm Lai.

He also does not rule out the possibility of collaboration between certain militant groups and pirates in attacking Western economic interests at strategic sea lanes such as the Strait of Malacca.

"Of course when there is any doubt, we never rule out the possibility that the pirates on board, or the ship that has been commandeered, could also be used for terrorist purposes, and we have the means to deal with that," added Rear Adm Lai.
There is already in place an agreement covering the Strait of Malacca. This new agreement would allow expansion of the area covered apparently into areas impacted by small tanker hijackings.

As you can see from the nearby image from the ICC's International Maritime Bureau's Live Piracy Map pirate attacks in the area are common.

Gulf of Guinea Piracy: US and Turkey Plan Action to Assist in Beating "The World's Most Violent Pirates"

Report from Nigeria's Business Day, "US moves to curb oil theft, piracy in Gulf of Guinea"
As part of its determination to help Nigeria curb the incidence of pirate attacks and sea robbery on Nigerian bound ships, the government of United States of America, is concluding arrangements to actively assist Nigeria and her West African neighbours in line with its bi-national commission agreement with Nigerian government.

Consequent upon this, the US government has also perfected plans to hand over another warship to Nigerian Navy so as to complement the joint efforts of the Nigerian Maritime Administration and Safety Agency (NIMASA) and Nigerian Navy in the fight against illegalities in the nation’s territorial waterways.

Presenting a welcome address to the visiting Senate and House Committee members on Marine Transport in the Embassy of Nigeria in Washington DC at the weekend, Ade Adefuye, who disclosed that Nigeria is receiving a lot of corporation from America to boost regional and internal security challenges that are confronting the nation’s economy, said that Nigeria would before the end of May, take delivery of another warship from America to complement the NNS thunder that was given to Nigerian Navy in the past.

In addition to this, Gyang Pwajok, a member of the delegates, who expressed worries over the rising incidences of illegal oil bunkering as well as oil theft in the Gulf of Guinea, also solicited for the support of American Government in putting an end to the illegal act that has been eating deep into the nation’s economy.

existing markets for stolen oils. This is because if there is no market for stolen oil, the perpetrators of the ugly acts would have no choice other than to put an end to it. The Turkish Maritime Task Group has expressed desire to work with the Nigerian Navy personnel to tackle the criminal and unpatriotic activities and operations of pirates in Nigeria.

The Turkish Naval commander further disclosed that the objectives of the visit were to support the on-going efforts of these African countries in tackling piracy, contribute to the safety of sea lines of communication, conduct presence operations in oceans around the African continent.

Also, the visit will afford the Turkish Naval personnel the opportunity to contribute ideas and suggestions that could help in tackling piracy, maritime insecurity and other forms of criminalities in Nigeria’s maritime sector.

The Turkish Navy is also to exhibit Turkish national defence products and carry out humanitarian activities around Apapa in Lagos during the period of the visit.
Recently there has been an upsurge in reports of the violent tendency of Gulf of Guinea pirates and sea robbers. Let's look at this by going back ten years to this 2004 article: Piracy report says Nigerian waters the most deadly:
Nigerian waters were the most deadly in the world during the first half of 2004 according to a new piracy report. Analysts blame the proliferation of weapons in the oil-rich Niger Delta region where armed gangs trade stolen crude.

The Malaysia-based International Maritime Bureau (IMB) said on Monday that half of the 30 deaths recorded in pirate attacks around the world between 1 January and 30 June occurred in Nigerian territorial waters.

In terms of the number of attacks, Nigeria ranked third with 13 attacks, behind Indonesia (50) and the Malacca Straits (20).

"Both the increased number of attacks in this area and the degree of violence being used is of grave concern and we will be putting pressure on the Nigerians to step up anti-piracy measures," IMB director Pottengal Mukundan said in a statement.

Industry watchers, like Gbenga Olumide of oil research firm Rigs Concerns, say Nigeria's growing prominence for piracy can be traced back to oil, the country's economic lifeblood and the large-scale theft of crude oil which is sold to vessels offshore.

"The trade has in turn funded further arms procurement and been behind the spawning of a wide range of criminal activities, including sea piracy," Olumide told IRIN on Tuesday.
Now, to this 2014 report from James Bridger at USNI News, The World’s Most Violent Pirates:
West Africa is home to the world’s most violent pirates—who are now capable of overwhelming armed guards. Last month pirates killed a crewmember during an attack on German-owned oil tanker. Instead of fighting off the pirates, the embarked security team retreated to the ship’s citadel safe room.

For the shipping and insurance worlds, the widespread adoption of armed guards aboard vessels essentially “solved” Somali piracy, as no vessel employing them has been hijacked by pirates. An attempt to transfer this panacea to the pirate-prone waters of West Africa, however, has proved inadequate and ill-suited to local conditions.

On the night of April 29 pirates attacked SP Brussels about 35 nautical miles off the coast of Nigeria. Local security forces guarding the vessel were unable to prevent the pirates from boarding and retreated to ship’s citadel along with the crew. The guards did not emerge until the following morning, only to find that the ship’s chief engineer had been killed and another crewmember injured; they failed to reach the citadel.

That incident and others like it highlight three important issues that distinguish West African maritime crime from that in other parts of the world.

First are the distinctive operating environment, in which international naval patrols are absent; the limited response capacity of regional security forces; and the prohibition on the use of foreign armed guards.

Second is the uniquely violent nature of Nigerian pirates and their propensity to engage in shootouts with security forces.

Finally, there are the multiple shortcomings of using local armed guards aboard vessels and the inherent danger the shipping industry faces in being overly reliant on that measure.
Well, as the last article points out, to beat the pirates you need:
  1.  To have adequate arms and well trained honest men sufficient to fight back;
  2.  A legal and political environment that allows strong counter-pirate action;
  3.  A non-corrupt counter-piracy local team in the government.

Sadly, Nigeria, and the GoG region in general, seem to lack these elements.

Further, as Gyang Pwajok stated above, you need to close out the market for stolen oil.

Without major changes, I expect that in another 10 years this blog post will be repeated.

By the way, Nigeria provides about 5% of US oil imports, Europe took 44% of Nigeria's oil exports, and is Turkey's fifth largest trade partner in Africa including natural gas and petroleum products. The impact on the people of Nigeria, according to the U.S. EIA:
Nigeria's oil and natural gas resources are the mainstay of the country's economy. The International Monetary Fund (IMF) estimates that oil and natural gas export revenue accounted for 96% of total export revenue in 2012. For 2013, Nigeria's budget is framed on a reference oil price of $79 per barrel, providing a wide safety margin in case of price volatility. Savings generated when oil revenues exceed budgeted revenues are placed into the Excess Crude Account (ECA), which can then be drawn down in years when oil revenues are below budget, according to the IMF.
According to this site, Nigeria ranks as the 33rd most corrupt country in the world (144/177 with #1 being least corrupt Denmark).

The other 32 must be real gems.

Gulf of Guinea Piracy and Kidnapping: A nice little primer

ABC News provides a nice little primer on Gulf of Guinea piracy and its kidnapping adjunct in "Before U.S. Kidnapping, 'Widespread' Trouble Off Nigeria Prompted Surviving Piracy How-To"
. . . {J}ust last month the International Maritime Organization sent a letter to all its members reiterating the "gravity of the issue of piracy and armed robbery against ships in the Gulf of Guinea," where the American ship was when it came under attack, "and the extreme violence exhibited" there. Statistics showed that pirate attacks, while down the world over, have sharply jumped in the Gulf of Guinea this year -- assaults allegedly perpetrated by criminal gangs who are looking for cargo ships with commodities or seeking hostages to ransom.

The letter discussed kidnappings along with brazen thefts of large ships' cargo, in which vessels are hijacked for several days to facilitate the laborious transfer of cargo onto the pirate's ship.

"That sort of criminal activity takes effective planning and coordination, logistical organization, technical knowhow and material support on a scale that strongly argues for something higher than random chance piracy being in play," said a maritime security source at sea near where the Americans were kidnapped.

Somali Pirates: "Suspected" pirates nabbed after attacks off Somalia

 The Independent reports "Suspected Somali pirates captured by Navy-led forces after attack on supertanker":

A group of Somali pirates was stopped in its tracks by an international operation led by a British commander, the Royal Navy has announced.

The pirates were caught by the Combined Maritime Forces (CMF) counter piracy task force - Combined Task Force (CTF) 151 - in an operation involving ships from several nations, including Britain, after recent attacks on two vessels in the Indian Ocean.

Its counter piracy task force's operation was coordinated by Royal Fleet Auxiliary replenishment ship RFA Fort Victoria, which traditionally provides crucial supplies for Royal Navy and coalition warships east of Suez, and supported by Australian ship HMAS Melbourne; South Korean destroyer ROKS Wang Geon; European Union flagship HMLMS Johan de Witt, and a Seychelles-based maritime patrol aircraft from Luxembourg.

The task force, whose commander is Royal Navy Commodore Jeremy Blunden, had been searching for the pirates since they attacked and exchanged gunfire with the supertanker Island Splendor on October 11.

Three days later a Spanish fishing vessel was also attacked by what was suspected to be the same pirates.

The pirate skiffs were quickly traced and HMAS Melbourne's Seahawk helicopter was used to guide the warship to their precise location, around 500 nautical miles from the Somali coast.

HMAS Melbourne's armed boarding team boarded and searched the boats, apprehending nine pirates and later destroying two skiffs and their piracy equipment.
Another take (with an Aussie focus), from The Sydney Morning Herald, "Australian navy ship captures Somali pirates":
The HMAS Melbourne has scuttled two pirate boats and captured nine suspected Somali pirates as part of a multinational taskforce attack on rogue sea operators.

A Seahawk helicopter traced the skiffs and guided the Royal Australian Navy warship to them, 500 nautical miles from the Somali coast, a statement from the Combined Maritime Forces counter-piracy taskforce has said.

Sea Pirates: Reverting to Form

There was a time - before the private security ship-riding teams and before the EU, NATO,China, Japan, South Korea, the U.S. (and, of course, the mighty battle fleets of Iran) took on patrolling the Gulf of Aden and Somalia's shores- when piracy was a hot topic and a true danger to shipping transiting the upper Indian Ocean.

Of course, the failed and corrupt "state" of Somalia sitting on major sea lanes was necessary jumping off point for most of the area's pirates until the de facto blockade of its known pirate bases coupled with the convoys and private security teams has apparently severely limited the scope Somali pirate activity.

What piracy concerns remain?

Well, of course, the increase in hijacking off Nigeria and in the Gulf of Guinea.

Then it's back to the pattern of days before Somalis in small boats loaded with AK-47s and RPGs bothered the high seas - back to the days of low grade theft, muggings and sea robbers.

This is best illustrated by some reports. First, from the U.S. Office of Naval Intelligence's
Worldwide Threats to Shipping Report (in this case dated 21 August 2013:

1. (U) BANGLADESH: On 16 August, an anchored container ship was boarded at the Chittagong Anchorage.
2. (U) NIGERIA: On 15 August, an anchored tanker experienced an attempted boarding at the Lagos Anchorage.
3. (U) BANGLADESH: On 15 August, a fishing trawler was hijacked, along with the kidnapping of 15 fishermen, along the Meghna River under Hatia upazila of Noakhali.
4. (U) NIGERIA: On 15 August, a product tanker was boarded in the Gulf of Guinea.
5. (U) BANGLADESH: On 14 August, two fishing trawlers were hijacked, along with the kidnapping of 21 fishermen, along the Meghna River.
6. (U) NIGERIA: On 12 August, an offshore support vessel was fired upon approximately 35nm off the Nigerian coast.
7. (U) BANGLADESH: On 10 August, an anchored container ship was boarded at the Chittagong Anchorage.
8. (U) INDONESIA: On 2 August, an underway product tanker was boarded approximately 9nm north of Bintan Island.
So, let's give a salute to the efforts of the group mentioned in the first paragraph above - open sea piracy off
Somalia is off the reports - at least for now.

So, let's look at the most dangerous areas that exist now.

Being a fisherman off Bangladesh must suck - especially since some of the previous kidnapping have ended poorly for the victims (see Killer Pirates of the Bay of Bengal: 20 Bangladeshi fishermen Found Dead for example).

Such piracy is not an international issue - at least not one that will get NATO, the EU, etc involved. Further, as noted in the ONI report, in these two cases at least 10 of the 36 victims have been rescued by local authorities.

Further, as long, and very well, documented by the ICC's IMB Live Piracy Report ("Piracy and Armed Robbery Report"), threats to sailors often come from people climbing aboard anchored or moored ships and stealing loose gear or robbing crews at gun or knife point. For example:
10.08.2013: 2345 LT: Posn: 00:16.0S – 117:36.3E, Samarinda Anchorage, Indonesia.
Three robbers in boiler suits boarded an anchored bulk carrier awaiting for the cargo barge. The robbers held the 3/O who was on routine rounds at the forecastle. They hit him and threatened him with a knife while another five robbers boarded the ship, broke the hatch cover with pipes and crowbars and began to steal ship’s stores. The robbers escaped in a speed boat with the stolen stores and the 3/O personal belongings upon seeing duty crew approaching the forecastle. Upon investigation it was found that the robbers boarded the ship by breaking the hawse pipe security steel grill /cover bolt and nut lock.
Much of this activity occurs within the territorial waters of nations and it is thus local crime (but one that may affect international commerce).

All of which is a long way of getting back to what this post's headline states - we are seeing a reversion to form - more sea robbery, fewer ship hijacks.

Gulf of Guinea Pirates: African Anti-Piracy Meeting

Reported as "West, Central Africa leaders meet over piracy" by Africa Review:
West and Central African leaders on Monday started a two-day summit in Yaoundé, Cameroon, on maritime security and combating piracy in the Gulf of Guinea.

The heads of state and government will deliberate on new proposals and a joint action plan to tackle piracy and maritime criminality in the region.

At the close of the summit, it is expected that the member countries will be provided with “appropriate means” to combat the phenomenon, sources said.

An estimated 996 pirate attacks have been recorded since 2012 on ocean-going fuel cargo vessels in the region and products transferred to pirate ships, according to the International Maritime Bureau (IMB).

The source said oil products from pirated ships are sold on the lucrative black market. The pirates are not primarily focused on seeking ransoms to release ships.

The IMB statement said that West Africa has overtaken Somalia in the reported number of both ships and seafarers attacked.
Getting together is a start to defeating the pirates.

GOG 2012 Attacks reported to the IMB

G. (U)WEST AFRICA
:
1. (U) GUINEA: On 19 June, an anchored general cargo ship was boarded at 09:14 N 013:57 W, approximately 25nm southwest of Conakry. Five pirates, armed with machine guns, boarded a general cargo ship at anchor. They threatened the crew, stole ship's cash, crew personal belongings,then escaped. All crew were reported safe. (IMB)


2. (U) TOGO: On 13 June, the anchored French-flagged chemical tanker ADOUR was hijacked at 05:41 N- 001:18 E, approximately 25 nm south of Lome. An unknown number of pirates boarded and hijacked the ship. 14 of the 15 crew members were released, one crew member was taken hostage, to ensure the pirates safe passage back to Nigeria and to potentially ransom for money. On 17 June, the vessel was released and the captive crew member was rescued unharmed, by local authorities. (TW, LSS, VesselTracker.com)


3. (U) NIGERIA: On 13 June, the Singapore-flagged underway offshore supply vessel MDPL CONTINENTAL ONE was boarded and personnel kidnapped at 04:02 N-008:02 E, approximately 7 nm southwest of the OFON Oil Field. Two fiberglass speed-boats, each with 2 outboards engines, each carrying 14 gunmen in wearing casual t-shirts and no masks, launched an attack. The pirates were armed with AK47’s. After stealing personal items and belongings, four expat crew were kidnapped (Polish (Chief Engineer) and three Indians (Captain, Chief Officer, and Bosun). (TW, OCL, SAA, Fleetmon.com, AP)


4. (U) NIGERIA: On 04 June, the Saint Vincent and Grenadines-flagged underway tug-offshore supply ship BOURBON ARETHUSE was boarded at 04:14 N-007:45 E, at the Usari Field. Pirates boarded the ship while on standby duties. Seeing the pirates, the crew raised the alarm, retreated into the citadel, alerted other vessels, and the shore based office by VHF and waited until the pirates had left. On investigation it was found that ships and crew belongings werestolen. All crew safe. (IMB, IMO, OCL, SAA)


5. (U) NIGERIA: On 04 June, the Vanuatu-flagged underway offshore supply ship C VIKING was attacked in the vicinity of 04:14 N- 007:45 E, at the Usari Field. No further reporting at thistime. (TW, SAA, AP)


6. (U) NIGERIA: On 03 June, the Marshall Islands-flagged underway chemical tanker BLUEGREEN TIGRE was fired upon at 04:42 N–008:1 9 E approximately 2.5 nm north of James Town, in the Calabar River. Ten armed robbers in two speed boats approached and fired upon the chemical tanker underway with pilot on board. Master raised alarm, mustered all crew, and reported the incident to the Nigerian Authorities. The armed robbers aborted the attack and moved away when the Nigerian Marine Police arrived on the scene. All crew are safe, but the ship sustained minor damage due to the firing. (IMB, IMO, OCL)


7. (U) NIGERIA: On 03 June, the Singapore-flagged chemical tanker RHINO was fired upon at 06:16 N–003:20 E, at the Lagos Anchorage. While at anchor, an unknown number of robbers attempted to board the vessel through the hawse pipe, via chain locker, and exchanged gunshots with the Nigerian naval personnel onboard. The general alarm was activated and the crew mustered at the designated muster station. The robbers' boat eventually left after 20 minutes. There was no injury to the crew or items stolen. 8. (U) NIGERIA: On 24 May, the Nigeria-flagged underway chemical tanker MATRIX I was boarded and personnel kidnapped approximately 40 nm off the coast of Bayelsa state. Around seven to eight pirates armed with guns, in a boat, fired at and boarded the tanker underway. They stole ship’s and crew's belongings, kidnapped five crew members and escaped. Pirates: Counter-Piracy Operations

Multinational counter-piracy operations off the Somali coast are defined by reports like this one from Nov 21, 2012, EU Naval Force and Combined Task Force 151 Work Together to Ensure No Safe Haven for Pirates In Indian Ocean:

Earlier today, Romanian frigate ROS Regele Ferdinand, under command of the EU Naval Force (EU NAVFOR) worked in close co-operation with Turkish warship TCG Gemlik of Combined Task Force 151 (CTF-151) to apprehended nine suspected pirates at sea off the coast of Somalia.

In the early hours of the morning, Swedish EU NAVFOR Maritime Patrol Aircraft located the suspicious skiff at sea 420 nautical miles east of Mogadishu. Counter piracy forces in the area were quickly alerted, and being the two closest warships, both TCG Gemlik and ROS Regele Ferdinand made haste to the area to investigate, as the Luxembourg EU NAVFOR patrol aircraft maintained visual coverage from the air.

Once at the scene, TCG Gemlik sent a boarding team to search the suspect vessel, which had tried, unsuccessfully, to evade capture for over an hour. In an excellent demonstration of co-operation between the 2 counter-piracy forces, ROS Regele Ferdinand then embarked the suspect pirates on to the Romanian frigate for further questioning and evidence collection in order to fully assess the possibility of prosecution of the nine suspects.

After gathering intelligence, the skiff was destroyed, thus preventing the suspect pirates from using it to attack ships in the future.
Meanwhile, on the other side of Africa, Nigeria does counter-piracy as set out here:
A ONE-WEEK onslaught against crude oil theft and other illegal activities on sea by the army, navy and air force has led to the arrest of two oil tankers and interrogation of 15 others at the Gulf of Guinea.

The raid tagged ‘Exercise FARAUTA’ was sequel to the mandate by President Goodluck Jonathan when he appointed two new service chiefs, urging the military to get rid of oil thieves from Nigeria’s seaways.

The Chief of the Naval Staff, Vice Admiral Dele Ezeoba, who was on board the Nigerian Navy ship ‘Thunder’, led the operation at sea.

“We interrogated 17 vessels at sea, out of which, we found two culpable. Some would have to explain as per the quantity of the petroleum they have on board, some were in excess of what was approved and one of the other vessels did not have any documentation at all. It is important to note that this exercise would continue. For us to continue to do what we are supposed to do, it is important we get all the support we can get from government. The navy needs to be encouraged. Crude oil thieves and pirates have already seen the signals and they don’t have a choice than to leave our waters,” Ezeoba said.

VIETNAM: Tanker hijacked on 19 November in the vicinity of 07:10 N – 109:09 E, approximately 174.4 nm southeast of Con Son Island. Eleven pirates armed with long knives and pistols hijacked the tanker. The nine crew members were forced overboard into a life raft and rescued shortly after by a Vietnamese fishing trawler. While thought to be enroute toward Vietnam to sell the vessels cargo of marine gas oil illegally in Vietnam waters/ port, all eleven pirates were apprehended by the Vietnam Marine Police Special Task Force and are currently under the custody of the VMP. Prior to apprehension, it was reported that the pirates had changed the IMO number and name of the vessel. (ReCAAP ISC)

On 22 Nov 12 at or about 0404 hrs (local time), Zafirah was located at
approximately 35 nm south-east of Vung Tung (09o 50.10’ N, 107o 19.59’ E). The
Vietnam Marine Police despatched two patrol vessels to the location to monitor the
situation. The tanker was reported to have been renamed ‘MD FEAHORSE’ and has a
different IMO number. From the statement made by the master of Zafirah, there were
11 pirates onboard the tanker and they were armed with long knives and pistols. On 22
Nov 12 at or about 1600 hrs (local time), the Vietnam Marine Police Special Task Force
boarded Zafirah and apprehended all 11 pirates who are currently under the custody of
the VMP.

Somali Pirates; Dutch Navy, doing NATO work, nabs some suspected pirates

Dutch sailors taking part in NATO's piracy-busting operation Ocean Shield on Thursday detained seven suspected pirates off the coast of Somalia after an attack on a Spanish vessel.

The alleged pirates were intercepted by Dutch amphibian transport HMS Rotterdam after the Izurdia was ambushed by a skiff off the Horn of Africa, the Dutch defence ministry said in a statement.

Hr. Ms. Rotterdam has its patrol for Operation Ocean Shield, NATO's contribution to the international anti-piracy mission in the waters around the Horn of Africa, meanwhile prosecuted. Aboard the flagship of NATO Task Force 508 are located about 350 soldiers from all armed forces and from 8 different NATO countries.

Somali Pirates: EU does a little preemptive work

Reported by EUNAVFOR as "EU Naval Force Quick To Capture Suspect Pirate Boat":

Yesterday EU Naval Force flagship, ITS San Giusto stopped and apprehended a skiff with 7 suspect pirates onboard.

The EU warship, that was carrying out counter-piracy patrols as part of Operation Atalanta, had sighted the skiff carrying a ladder and up to 20 fuel drums 180 miles east of Socotra and immediately launched its helicopter to investigate. Once at the scene, the boarding team from San Giusto boarded the vessel and apprehended the men.

Speaking about the successful capture of the skiff, Rear Admiral Potts, who is the Operation Commander of the EU Naval Force said “This was the first sighting of a suspect pirate vessel in the Somali Basin for over 3 months and EU Naval Force got to it before it had a chance of carrying out an attack on ships transiting the area. Rear Admiral Potts added “We knew, as the monsoon period ended this month that pirates would try their luck at sea and this is why we have constantly warned against complacency. My message to the pirates is clear – we are watching you and we plan to capture you if you put to sea. Equally, this is an indication that pirates still intend to get out to sea and all involved in countering piracy, whether they are the military or industry must remain vigilant and prepared.

After gathering intelligence, the skiff was destroyed, thus preventing the suspect pirates from using it to attack ships in the future.
Somewhere criminal defense attorneys are becoming outraged that this action took place only on the "suspicion" of piratical intent. After all, there must be hundreds dozens many a legitimate explanation for carrying a ladder on a skiff at sea - perhaps one of the skiff crew's cat was stuck in a tree on an island . . .

A Good Read on Somali Pirates: "Hijacked: How the U.N. saved the Somali pirates from the brink of extinction." - By Robert Young Pelton

How an effort to do what virtually everyone agrees needs to be done - defeat the Somali pirate on the land side - was thwarted by a UN program and an apparently overzealous administrator, is nicely set out in Somali Report's Robert Young Pelton's Foreign Policy piece Hijacked: How the U.N. saved the Somali pirates from the brink of extinction:
In addition to going after Puntland, SEMG has also gone after the maritime security industry, the CIA (which supports three antiterrorism units in country), the United States (which trains and supplies Somalia security forces), the TFG (for corruption), even aid organizations (for excess food sold) and the charcoal industry (the taxes on which funds al-Shabab). The arms embargo was originally created to stop the flow of weapons to warring militias. But two decades on there have been no significant or measurable reductions in the flow of arms to Somalia or any real penalty to pirates or al-Shabab.

In a classic no-win situation, the Puntland government found itself being encouraged to fight piracy by the United Nations at the same time those very actions were being considered by another wing of the U.N. to be contributing to security destabilization.

Just as the PMPF had the pirates on the run, the United Arab Emirates -- under massive U.N. pressure -- shut off their funding for the only anti-piracy program that had a real chance of success. As of June 6, Somali's largest indigenous attempt to control its own security appeared to be dead. To put the nail in the coffin, the SEMG then leaked its 2012 report on July 15, which vociferously demanded sanctions against the South African contractors -- but did not recommend sanctions on the pirates they were hired to defeat.

When asked what their logic was for this conundrum, the SEMG response was "Pirate leaders cannot be sanctioned otherwise it would criminalize ransoms payments, (which) could have a negative impact on the release of crew members."

At the very last moment, the good intentions of the United Nations had managed to save the pirates of Puntland and shut down Somalia's only land based anti-piracy program.

Somali Pirates: What Spain is sending as a pirate fighting ship

Basically, though, what you have is a highly automated 20 knot ship with a small crew with enough weaponry for self defense +,
Guns
The ship is armed with a OtoBreda 76/62mm gun, two Mk38 25mm automatic cannons and two 12.7mm machine guns. The OtoBreda 76mm compact can fire 85 rounds a minute, while super rapid can fire 120 rounds a minute.
Helicopter system
The BAM has a helicopter deck measuring 24.7m by 13.5m. It supports the operations of AB-212, NH-90 or SH-3D Sea King helicopters. The hangar can accommodate an AB-212 or NH-90 helicopter.

The ship's state-of-the-art command and control system allows the crew to operate the vessel in littoral environments. The BAM can carry six containers accommodating UAVs, firing targets, signal simulators, anti-pollution assets, divers support and workshops.
and,
The vessel is equipped with a helicopter platform, rescue equipment and medical facilities and can be deployed in a range of missions including patrols and protection.

The ship design can also be modified for non-oceanic missions such as hydrographic research, intelligence gathering, divers support and submarine rescue operations.
I am not sure why EUNAVFOR is using the term "specialised" in connection with what seems to be a very versatile addition to the counter-piracy fleet off Somalia.

East Africa Counter-Piracy: Kenya finally brings patrol ship home


It's been a struggle, but Kenya finally has a naval patrol ship for counter-piracy operations, as reported at Kenya's New Naval Warship To Boost Fight Against Piracy:
The naval warship finally docked at the Kenya's port of Mombasa on Wednesday after more than 7 years since it was ordered by the Kenya Navy.

Kenyan military officials said they expect the US$55 million ship to play a crucial role in the fight against rampant piracy off the coast of Somalia and terrorism in the country.

South China Sea Counter-Piracy: Philippines may join with Malaysia and Indonesia for patrols

The Philippine defense chief says his country and neighboring Indonesia and Malaysia are considering joint patrols of their sea borders to combat piracy, smuggling and movement of al-Qaida-linked militants.
Sounds like a good idea, akin to that of the ReCAAP program, which had its origins in fighting piracy/sea robbery in the Strait of Malacca.

Somali Pirates: Sore on the Shore

Reported inside Al Arabiya's article, "Somali fishermen beg to anti-piracy airstrikes" is an angry demand by some pirate spokesman that, well, the attacks stop or "else."

The "else" is not reported.

Further, some Somali fishermen want to see an invasion force to take out the pirates.
But fishermen on the impoverished coast said that their boats had also been destroyed, and that they feared being caught up in further attacks aimed to damage pirate operations.

“The pirates cannot be easily identified, as they mingle with the fishermen -- the boats are the same and the people look alike unless they are armed,” said Mohamed Hassan, a local fisherman in the Harardhere region.

“The fishermen are also victims -- some of the boats destroyed by the international forces belonged to local fishermen, and we are very much worried that fishermen will die in such operations,” he added.

However, fisherman Kahin Abdurahman said that forces should instead send ground troops capable of distinguishing between pirates and civilians.

“The international forces should stop flying helicopters and firing missiles from the sky,” Abdurahman said.

“If they need to, then their operation must distinguish between local fishermen and pirates, so they must deploy foot soldiers on the ground.”

The EU naval force said no Somalis were injured in Tuesday’s strike, and that the attacks were focused on “known pirate supplies” -- prompting a furious response from pirates.

“If they continue attacking Somali coastal villages, then there will be terrible consequences,” said Abdi Yare, a pirate chief in the notorious pirate base of Hobyo, on the central Somali coast.

“The so-called anti-piracy forces are now engaging in a very dangerous part of their mission.” (emphasis added)

If I were a Somali fisherman, I don't think I'd be holding my breath waiting for the "foot soldiers" to arrive.

I would, on the other hand, move my boat to an area away from the pirates.

Or paint a big red "X" on each of the pirate boats for easier targeting from the air.

Somali Pirates: Counter-Piracy Action!

First, from the NYTimes, European Forces Strike Pirate Base in Somalia:
European Union forces on Tuesday attacked a Somali pirate base for the first time, using a combat helicopter to strafe several of the signature fiberglass skiffs that the pirates use to hijack ships.

Jacqueline Sherriff, a spokeswoman for the European Unions anti-piracy force, said that the European forces destroyed at least five skiffs that were still on land with small arms fire and that the attack lasted a couple of minutes. This is a fantastic opportunity,’’ she said. “What we want to do is make life more difficult for these guys.’’

A Somali pirate says an airstrike by the European Union naval force patrolling the Indian Ocean has destroyed speed boats, fuel deports and an arms store.

Bile Hussein, a pirate commander, said Tuesday the attack on Handulle village in the Mudug region will cause a setback to pirate operations. The village lies about 18 kilometers (11 miles) north of Haradheere town, a key pirate lair. There were no reports of deaths in the attack, Hussein said.
Oh, no! Not a "setback!"

Meanwhile, out at sea, Turkish forces took on an apparent pirate "mother ship" - as reported here:
Turkish commandos have arrested 14 pirates thought to be from Somalia off the coast of Oman and freed seven Yemeni sailors they were holding hostage, the army said on May 13. A helicopter of the frigate Giresun, which operates with NATO forces in the region, spotted the boat on May 11 around 190 nautical miles from the Omani coast, the army said in a statement on its website. Commandos stormed the boat and seized nine assault weapons, a rocket launcher and other materials, said the statement, which was accompanied by photographs showing the suspects with their arms in the air as the raid began.

The S-70B Seahawk helicopter attached to TCG Giresun spotted the dhow at 14:50, 190 nautical miles off the coast of Yemen. The dhow acting as a mother ship was stopped by the helicopter and TCG Giresunarrived at the dhow and the naval special forces team boarded the dhow at 17:00. 14 Somali pirates were arrested and 7 Yemeni fisherman, the original crew of the dhow were freed by naval commandos.
Taking the fight to the pirates!
