Final update: It's back, as Scribd has agreed with me. Update: Scribd and I are having a discussion about whether a government document is covered by copyright. I say it is not under "17 U.S. Code Section 105 (a)In General.— Copyright protection under this title is not available for any work of the United States Government, but the United States Government is not precluded from receiving and holding copyrights transferred to it by assignment, bequest, or otherwise."
