Cost sharing scheme for the Strait of Malacca?

Malaysia thinks it might be a good idea for the cost of keeping the Strait of Malacca secure to be shared among users, as reported here. Of course, sovereignty is to remain intact. I wonder how the cost of "burden sharing" compares to increased insurance rates for the shippers if security doesn't remain high?
